CHANHASSEN CIVIC CAMPUS PROJECT
2024 BUDGET & TAX LEVY On December 11, 2023, the Chanhassen City Council approved the 2024 budget and property tax levy. The 2024 budget for all city funds is $69.7 million, including the general fund at $15.6 million, water fund at $7.4 million, sewer fund at $7 million, and stormwater fund at $5.4 million. The budget for capital projects totals $31.7 million and is higher than normal due to the $15 million Galpin Boulevard project (for which the city is receiving about $11 million in outside aid). The property tax levy is $14.455 million, up 7.4% over 2023. With the average market value increase of residential properties at about 2% over the last year, a home valued at $350,000 in 2024 would see an annual city property tax increase of about $42. A home valued at $594,000 would see an annual city tax increase of about $75. The City Council also approved utility rate increases. A homeowner using 9,000 gallons of water and 5,000 gallons of sewer monthly would see their monthly bill increase from $74 to $80 . The total annual cost of city services (property tax and utility fees) for a homeowner with a $500,000 home is about $2,000. Chanhassen’s annual cost is the lowest when compared to neighboring communities and like-sized metro cities – a similarly valued home in Chaska would pay about $2,750, and a home in Waconia would pay about $3,500. The full city budget will be published on the city’s website at the end of January 2024.
The City of Chanhassen is building a new Civic Campus comprised of a new City Hall, Council Chambers, Senior Center, and park amenities. Chanhassen’s current municipal building was built in 1981. The facility no longer serves the population of Chanhassen, has significant deferred maintenance needs, and lacks operational efficiency. The city hired BKV Group and HKGi to design the building and park amenities. Construction is expected to begin in the summer of 2024.

The new City Hall and Senior Center is intended to be a timeless design that sets the standard for future development and redevelopment in downtown Chanhassen. The building’s design compliments the Chanhassen Library by employing a similar center “spine” that is again mimicked in the Civic Campus site and park plan. The exterior and interior design relies heavily on natural materials like stone and wood, reflecting the natural beauty of Chanhassen. Park amenities include a playground for all ages, including adult and child interaction, a playable water feature, a performance space, new pickleball courts, and a refurbished skate park.
