In 1949, Ted Phillips, an enterprising 17-year-old, partnered with his cousin Clyde Phillips on a $495 Tennessee Valley Authority (TVA) land clearing job in Mississippi. Ted borrowed his dad’s car, loaded cross- cut saws and axes, and carted Clyde and two other men down the narrow two-lane roads more than 450 miles from the mountains of Robbinsville, North Carolina, to Philadelphia, Mississippi. It was hot, exhausting manual labor. Yet, despite its small scope, the team took pride in a job well done and managed to net a good profit. They didn’t know it at the time, but this laid the groundwork for P&J. Ted instilled in the foundation of P&J a respect for long term relationships. We take care of our clients, and after more than 60 years in business, TVA continues to be P&J’s single largest client. We continue to live by Ted’s values. His story inspires our growth and underscores our legacy. Now, led by Ted’s wife Avis Phillips, who is a long-serving board member and seasoned industry executive, P&J is a woman-owned business carrying on our commitment to quality both in our work and in our people.

Phillips & Jordan (P&J) is a woman-owned, heavy civil and infrastructure contractor founded in 1952. We pursue challenging projects with complex problems, difficult conditions, and aggressive schedules. We operate with a sense of urgency and a desire to provide the best possible outcomes for our clients. • P&J’s experience in the power market sector dates back to the 1950s. • We have extensive experience developing sites for new facilities, improving existing infrastructure, decommissioning facilities, and managing coal combustion residuals. • We provide site civil services for solar and wind installations to meet evolving energy needs. • P&J is one of the nation’s largest transmission line ROW clearing and access contractors. • We build access roads and develop substation sites for regulated utilities across the country. • Our Foundations Group provides drilling solutions, making us a full-service transmission line contractor capable of doing everything short of setting poles and stringing wires. • Our Pipeline Construction Group provides ROW clearing, maintenance, and site reclamation services for intrastate and interstate pipeline construction. • P&J has been working in water resources since the beginning—we’re at home on complex dam projects. • We’ve built reservoirs, dams, impoundments, canals, and conveyance structures. • Whether it’s new construction or improvements to aging facilities, we have experience meeting communities’ growing water needs. • We’ve worked under a variety of contract types, including competitive bid, design-build, early contractor involvement, construction manager at risk, and public private partnerships. • P&J has supported response and recovery efforts following virtually every major federally-declared disaster over the past three decades. • We have the ability to leverage vast resources to effectively respond to a wide scope of disaster response and recovery missions. • Our past experience includes responding to natural disasters and man-made incidents including acts of terrorism and environmental disasters. • Our team has the comprehensive knowledge to address unique challenges associated with disaster response, including documentation and record keeping.
