JOB DESCRIPTION Senior Facilities Manager - Egham & Hillingdon Reports to Head of Estates Location Cobham

General • Support the Head of Estates in the leadership and management of the Campus Facilities. • Deliver a seamless, customer service focused operation working closely with the stakeholders. • Represent and promote the role of Facilities and its activities within ACS and externally. • Work with the Head of Estates to develop ob- jectives and Campus Facilities Plans, identify- ing priorities, and developing key performance indicators that proactively supports the Strategic Plan. • Work closely with other facilities senior man- agement and estates peers to provide overall running of the operation. • Lead and direct the Facilities team, providing development and direction to ensure appropriate motivation and opportunities for growth, and to drive a professional culture of continuous im- provement. • Manage all Facilities risks to an acceptable level, advising senior management of heightened risk and ensuring suitable contingency plans are developed and maintained, as necessary. • Develop a Sustainability programme, and lead all initiatives, ensuring a visible and highly pro- active role in managing and reducing the carbon footprint, and seeking opportunities for faculty/ student engagement. • Develop and maintain external relationships with professional associations and other bod- ies as appropriate, ensuring early knowledge and understanding of all regulatory or industry developments. • Build effective working relationships with Head of School, Faculty and the wider Estates & Facil- ities senior management teams in the planning, development, and operation of the ACS estate. • Work with colleagues to develop policies and procedures and explore issues and opportunities that arise. • Develop and maintain effective relationships with sector and civic partners. • Ensure the estate, and facilities are maintained in a manner that complements Safeguarding and is in line with the requirements of ISI and NEASC, and to take a leading role in the preparation for all inspection visits.

Overall Job Purpose

The post holder will be an active member of the SLT. They will work with faculties and depart- ments, providing best advice and guidance, and ensure that all Facilities activities comply with statutory obligations. They will ensure a sound balance of best value and practice, and actively support the future development of the two sites. Continuous assessment of working and busi- ness practices, along with qualitative and quan- titative data, will be key to ensuring the Campus benefits from continual improvement. In meeting these requirements, the post holder will ensure that they lead the development of the Facilities team, including service partners, to ensure that throughout the team, there is ad- equate knowledge, understanding, ability and desire to consistently deliver the Facilities objec- tives, and ensure that the changing needs of the campus are consistently met.

Provide strategic and operational leadership, and effective management of all Facilities op- erations for ACS International School, primarily (but not exclusively) at the ACS Egham and Hillingdon campuses. This role is responsible for leading the Facilities team, and all support part- ners to deliver effective Facilities operations in line with the ACS Strategic Plan, annual budg- ets, and Service Level Agreements. The Senior Facilities Manager will be driven, and committed to delivering excellent customer focused facilities services, meeting the current and future needs of the organisation. They will plan, co-ordinate, and lead the development and management of the Campus Facilities in ac- cordance with all organisational objectives, and the ACS Strategic Plan, as directed by the Head of Estates.

Organisational Structure

Facilities Management • Working with other campuses, develop in- novative service delivery and planned pro- grammes of works that decrease reliance on reactive maintenance and/or ad hoc contrac- tors. • Delivery of an annual operational plan that dovetails with the overarching facilities plan, Forward Maintenance Register/Lifecycle Plan, and the Estate & Facilities 10-year strategy. • Develop asset management systems, includ- ing PPM, condition surveys, backlog mainte- nance and lifecycle planning, ensuring that SLA’s and safe systems of work are always maintained. • In conjunction with other ACS campuses, en- sure relevant KPIs and SLAs are developed and maintained for each area of service and that these are monitored and reported on, as necessary. • Ensure only competent contractors are en- gaged following pre-qualification, and that risk assessments and method statements are prepared and approved before work is undertaken. • Ensure Estates and Facilities infrastructure/ systems are continuously reviewed and de- veloped to contribute positively to the over- all performance of the campus. • Monitor and review monthly reporting of Facilities performance (qualitative and quantitative) data, against set performance standards, with regular reporting to senior management. • Coordinate campus space utilization, ensur- ing all CAD drawings and room data records are accurate. • Review annually all Facilities policies, safe

systems of work, risk assessments, and method statements. • Ensure effective development and use of BMS/CAFM packages, seeking consistency across the ACS estate. Financial Management • Procurement and management of all ser- vice contracts and minor works, ensuring procurement is in line with ACS Policy, and liaising with other campuses to ensure best consistency and value is achieved. • Develop and manage all budgets (rev/cap/ staff), ensuring that all financial controls are consistently applied, and that all opportu- nities are explored for improving value and asset performance. • Ensure a record of expenditure, variances, and forecasts, are maintained, and reported on monthly. • Produce appropriate business plans for In- vestments and/or operational/organisational changes. • Identify cost improvement opportunities. En- sure these, and audit recommendations are promptly actioned. Project Management • Provide project sponsorship, coordination, and leadership to campus development pro- grammes. • Working with Senior Project Managers, coor- dinate campus project schedules (including project requests from IT, Security, Catering), to provide monthly updates. • Coordinate all annual project requests from all campus user groups, ensuring that all re- quests have an adequate business case and the support of the appropriate Principal and/

or Head of School. • With Senior Project Managers, deliver capital and revenue projects, consulting stakehold- ers regarding requirements. Adopt profes- sional project management practice, ensur- ing delivery to quality, cost, and time. • Liaise closely with relevant local authorities and other bodies to ensure consistent com- pliance with requirements, relating to Es- tates and Facilities, ensuring that notices are promptly responded to, and ensuring per- missions are obtained where necessary, for works (e.g., planning, TPO, and highways). • Support the Head of Estates with the cam- pus long-term development strategy and plans. Health & Safety Management • Manage Health and Safety, and Fire Policies to ensure full compliance with all relevant statutory requirements, ensuring awareness of and compliance with all standards and best practice within the Facilities environ- ment. • Work with ACS H&S Manager to ensure H&S standards are consistent across the ACS estate, ensuring that UK/EU standards are consistently met, and adopting ACS’ sys- tems for recording/documenting compliance and other H&S records. • Ensure that trained Responsible Persons are appointed as necessary (Asbestos, Water Hygiene, Fire etc.). • Ensure active management of statutory com- pliance, auditing reports and ensuring reme- dial works are captured and actioned. Ensure that all reports and actions are collated and records are easily accessible. Complete an annual review of each compliance pillar (e.g.

Fire, L8, Fixed Wiring Tests, PAT, Asbestos) • Ensure all Facilities staff training is up to date, and that policies and Safe System of work are maintained, and ensure all staff maintain professional qualifications and CPD programmes as necessary. • Liaise closely with the Head of School, Head of Security, Head of Boarding, and Designat- ed Safeguarding Lead, to ensure students, staff and visitors are always protected. • Adopt the facilities management lead on all school inspections (e.g. NEASC/ISI etc). People Management • Recruit and lead the Facilities team, pro- viding direction, appropriate training and development, and ensuring resources are motivated, empowered and deployed/del- egated effectively to deliver services in line with SLA’s, and providing opportunities for growth. • Build strong Stakeholder relationships and deliver services in customer focused manner. • Develop, and actively manage a healthy and professional culture within the Facili- ties team, in line with ACS Core Values, and instilling an ethos of customer excellence, continual improvement and efficiency. • Promptly respond to any complaints or ser- vice issues, maintaining stakeholder confi - dence, and using issues as an opportunity to learn/improve/develop. • Actively work with the HR Business Partner to mentor and upskill managers and su- pervisors to manage and support the wider teams.

PERSON SPECIFICATION

Knowledge, Skills & Experience Required

• Extensive facilities management experience at a senior level in a customer focused environment, with experience of working in schools a distinct advantage. • Experience of managing a diverse estate - Listed buildings through to modern new build environments. • Excellent communication skills, able to represent ACS to external parties as well as interface with internal partners, staff, consultants, and contractors. • Leadership – especially persuasive skills, capable of uniting many different areas, people and priorities without direct line responsibility. • Financial management of significant operational and capital budgets. • Management of extensive grounds, and sports facilities. • Project management experience of developments in excess of £1m, with the ability to deliver multiple tasks to tight deadlines.

• A strong understanding of Prince 2 methodology (or equivalent) is an advantage. • Contractor management experience, including the process of organising building works, arranging tenders, and ensuring parity, documenting works and controlling works on site. • Business acumen – able to operate with a commercial approach. • Good knowledge and understanding of hard services, fabric maintenance and M&E. • NEBOSH qualified. • RICS or MIWFM or other building related qualification. • Experience in the implementation and management of CAFM/CAMS systems. • Experience of tendering and managing outsourced Planned Preventative Maintenance contracts. • Energy & sustainability management focused, with experience of managing sustainability initiatives. Experience in delivering continuous improvement in people and processes. • Strong people management skills – able to unite many different areas, people and priorities.
