02 JOB Job title: Intervention, Welfare and Conduct Residences Manager

DESCRIPTION

On a practical level, this means being the escalation point for serious welfare cases and serious breaches of tenancy, which in addition to the above, requires risk assessment, the management and administration of the Accommodation Services Disciplinary Code with recommendations for action to the Dean of Students under the Student Disciplinary Code. On a strategic level, the post holder will develop and continuously improve student support and disciplinary processes, considered from the start of the student’s journey to the end. This could include, the development of policies, standard operating procedures and responses to incidents or emergencies. Similarly, it could involve updating and interrogating ICT systems, managing and monitoring records to identify trends, the production of reports for the Residential Operations Manager and the development of tactical practical responses in relation to trends, incidents or emergencies. Duties and Responsibilities • Ensure the provision of direct support for students with serious welfare and pastoral care needs, ordinarily on a one-to-one basis through Residence, Accommodation and facilities management teams, responding to colleagues and students in a sensitive manner ensuring the signposting to relevant internal & external services for further support when required, auditing along the way in the context of documents, statements, forms, processes and system use. • Reporting into, and taking instruction from, the Residential Operations Managers, as appropriate, depending on business needs and the work in question. • Take the lead on all serious breaches of tenancy and tenancy enforcement, making sure cases are investigated appropriately following standard protocols in keeping with the Student Disciplinary Code and chair the Disciplinary Panel, escalating as appropriate to the Dean of Students to apply the Disciplinary Code for Students or alternatively ensuring the Dean of Students and Residential Operations Manager (Business Standards and Compliance) are informed of serious cases at all times. • Act as the Designated Safeguarding Person for Accommodation Services, ensuring that information is shared in line with general data protection law and that cases are managed and escalated whenever a vulnerable adult is, or may be, at risk.

• With the relevant Residence Manager and Mental Health Advisor, tailor plans to support students and make sure that Risk Assessments are undertaken concerning all residents in halls designated ‘at risk’. • With the relevant Residence Manager and Disability Advisors ensure Occupational Therapy Reports and Risk Assessments are undertaken and that the appropriate ‘aids, adaptations and adjustments’ are made prior to occupancy to allow students to live independently in UAL’s halls of residence • Consider student and staff post-vention following serious incidents, organising student support, staff debriefing and lessons learned sessions with the relevant parties, ensuring these are documented and recommended actions are followed up and implemented, and in serious mental health cases ensure the appropriate assessments are undertaken or implemented, such as the Health, Wellbeing and Support for Study policy to verify a student’s capacity or ability to manage, function and live independently in halls of residence. • Lead on emergency accommodation provision in halls of residence and with Student Services colleagues, and others, develop move-on accommodation provision concerning students whose emergency accommodation licences are due to end. • Collate, review and make recommendations concerning all contracts, policies, processes and practices in relation to pastoral care, welfare and discipline, not limited to, but including the Tenancy Agreement, Under 18s and Duty of Care Form, Disability, the Student Death Policy, Disaster Response, Summer / Commercial Business, mobilisation, refurbishment, and so on. • Take proactive steps to ensure the systems used to process and manage welfare, pastoral care, disciplinary and other relevant cases are ‘fit for purpose’, produce relevant data for analysis and comply with contemporary legislation, including GDPR and ensure that colleagues are competent and able to access systems and use them effectively. • Make sure that systems are in place to deliver services in compliance with current Health and Safety regulation in accordance with best

practice. • Further enhance the service level and KPI performance regarding the management and administration of safeguarding, welfare, disciplinary and other relevant cases and complaints. Take such action as needed to ensure systems are updated and records are kept, producing statistics and reports when required, obtained internally and externally, to periodically provide a report for the Residential Operations Manager or the Senior Management Team. • Establish a management network to support the development of the service and best practice within the University and across the sector. • Working with internal and external colleagues design campaigns such as awareness, inclusivity, accessibility, conduct and mental ill health and ensure these areas are considered in the context of tenancies, leases and nominations agreements and in building projects at the design and build phase. • Obtain relevant professional accreditation and commit to continuous professional development, joining such associations and forums as necessary to stay up to date with relevant legislation and regulation sharing knowledge & expertise to ensure business activity is compliant and in line with best practice. • The post holder will provide advice and support to Accommodation Services colleagues, provider & nomination halls staff and other colleagues to enable them to manage their student disability, welfare, discipline, safeguarding, care-leaver caseloads ensuring the delivery of a high standard of customer care and support. • Develop an Annual Operating Plan to include areas such as process and documentation review, training and development, bench marking, conference attendance, review of relevant marketing and communications, compliance, health & safety, professional accreditation & association, charter marks, policy, strategic development and so on to be agreed with the Residential Operations Manager • Coordinate the delivery of appropriate and relevant safeguarding training to the team. • Participate in the recruitment & training of the Student Committee Members & Student Wardens, ensuring they receive relevant training before commencing their roles. • Coordinate and deliver, in collaboration with Student Services, internal and external training and

What is the purpose of the role: This is an exciting opportunity for a qualified mental health practitioner, ideally with experience working supporting students in Higher Education and or an accommodation setting. PERSON SPECIFICATION

Specialist Knowledge/ Qualifications • Trained to degree level and / or hold or be working toward a Qualification in Counselling, Mental Health or Support related field. Relevant Experience • Experienced manager in the industry or related field with transferable knowledge, experience and skill (student support, mental health, HE, accommodation etc).
