Bézaire, CUPE spokesman. Bézaire admitted that during a previous interview in mid-December, he had been pessimistic about the chances of seeing any kind of settlement soon as talks between the two sides had been moving at “a snail’s pace.” He listed two factors that resulted in a sudden breakthrough before the Christmas holiday break. “On the one hand there was a serious strike vote taken,” he said. “On the other hand was the introduction of the general manager, M. Tessier, who joined the negotiations. That made a huge difference. He is quite an experienced negotiator and got things moving along.” By mutual agreement there is an em- bargo on revealing specific details of the agreement, including the term of the new contract, until the final proposal is presented to and ratified by both city council and the members of CUPE Local 503. Council is expected to review the do- cument later in January and the union is arranging to hold a ratification session for membersofthelocalinthethirdweekofthe month. “It is a reasonable agreement for the employees and the city,” said Bézaire. “There are no extremes.”
