Kagan emphasized that its membership is unique in that it represents different components of the paper pack- aging recycling value chain as providers of recyclable pa- per packaging, as processors and recyclers of collected paper materials, and as end markets who buy back recy- cled fibers to use in their operations. “PPEC is proud of our industry’s circular economy approach to managing paper packaging products,” she said. “Our materials are continually collected and recy- cled through residential and business recycling programs across Canada, allowing them to be remade into new paper packaging products again and again. Because re- cycled materials make up such an important part of our industry’s primary feedstock, we closely monitor recycling issues and EPR programs.” Extended Producer Responsibility According to PPEC’s 2025 member survey, the most pressing environmental issues for the industry are all re- lated to recycling and Extended Producer Responsibili- ty, particularly the expansion and evolution of residential packaging recycling programs across Canada and the potential application of EPR to the industrial, commercial,
