What EPR Looks Like In Canada In Canada, historically, most provinces operated under a municipal cost share model, where producers helped fund a portion or sometimes all of municipal recycling costs. In that setup, municipalities were the designated service providers, managing and operating the recycling programs themselves. The exception is British Columbia, which has been operating under a full EPR model since its inception in 2014, where producers have been 100 percent financially and operationally responsible for the program. “But for all other provinces, the country is in the midst of major transition as we move toward true EPR,” Kagan said. “In many ways, EPR for residential packaging recy- cling is in its infancy in Canada. EPR is meant to do more than just transfer costs. It’s meant to drive better design and better outcomes. It should reward packaging that’s more recyclable. It’s also meant to improve how the sys- tem performs with higher recycling rates, less contamina- tion, and more consistent programs.” Ultimately, she said, the goal of EPR is a functioning circular economy where materials stay in use, similar to paper packaging’s long-established and successful circu- lar economy. The paper packaging industry was built on circularity, designing products to be used, reused, and re- cycled again and again. “For our industry, environmental sustainability isn’t new.
