Part of this reflects that many provinces are still transi- tioning to new or full EPR systems, but part of it also points to the need for deeper structural change to make EPR more effective. Measuring Success Kagan posits the following question: What might suc- cess look like once these transitions are complete? Which leads to the Council’s EPR wishlist. As Canadian provinc- es move toward full producer responsibility, the Council is hopeful that there will be real improvements, more con- sistent programs, better consumer education and partici- pation, and stronger markets for recycled materials. That means less contamination, higher recycling rates, and ulti- mately a more circular system.

“But these shifts take time,” she said, “and it’s important that we give them the system space to learn, stabilize, and improve before judging its full effectiveness. Canada has had legislated recycling and waste diversion programs in place for decades, but for some parts of the recycling val- ue chain, this still feels very new. “Although its called Extended Producer Responsibility, it doesn’t mean success rests solely with producers. The effectiveness of EPR depends on every part of the recy- cling value chain, with every piece of the puzzle playing an important role.” From governments that set the regulatory require- ments to obligated producers, such as retailers and brand owners, to producer responsibility organizations, known as pros, that help producers meet their legal obligations, to waste management service providers who are collect- ing, processing, and recycling materials, and to mills and end markets that transform, recovered materials into new packaging. Packaging converters are the bridge between mills that supply paper board and the brand owners who put packaging on the market. Understanding Customer Impacts From EPR “While converters aren’t necessarily directly obligated at your EPR, their customers might be,” said Kagan. “That means converters are increasingly being drawn into the
