The Gloucester County Treasurer's Office would like to remind all county citizens that the second installment of personal property and real estate tax bills were mailed in October, with a due date of Dec. 5. Payments made in the Treasurer's Office by, or postmarked with the date of, Dec. 5, 2025 (or before) will be timely. Accounts remaining unpaid after the deadline will be subject to additional charges as provided by the Code of Virginia and the Gloucester County code.

As the second installment due date approaches, we wanted to share some information with our taxpayers. Please keep in mind that all personal property is assessed as of January 1 of the current year in mass using recognized pricing guides and/or percentages of cost depending on the directives of VA State Statues. This is not our opinion of your properties worth; VA state law dictates how we assess personal property. When a taxpayer moves; purchases, sells, trades or disposes of personal property, they are required to notify DMV, Virginia Department of Wildlife Resources and the Commissioner of Revenue office to ensure the proper handling of such transaction. Failure to do so will result in unnecessary & burdensome processes to correct the taxation of the item later. Foster Care Angel Tree Project is Underway In November, the Foster Care Angel Tree Project will be underway. With the help of our dedicated community partners, the Gloucester Department of Social Services hopes to provide holiday cheer for the foster youth of Gloucester County and our neighboring localities. If you would like to sponsor a foster youth, angels will be available at Bill Hudgins GMC in the Service Department by November 3, 2025.

County Receives two VACo Achievement Awards Gloucester County
recently received two Virginia Association of Counties (VACo) 2025 Achievement Awards, which recognize excellence in local government programs. Gloucester’s winning entries focused on its “Current Conversations” podcast and its efforts to reach different audiences via video.
Because Governor of Virginia Glenn Youngkin’s declaration of a state of emergency, Virginia will be able to issue Virginia Emergency Nutrition Assistance (VENA) to SNAP customers in November during the federal government shutdown. Virginia is the first state in the nation to use emergency funds to deliver food assistance to SNAP households while the federal program is paused. Customers will still receive their full monthly benefit amount, but November payments will be split into weekly parts so that normal distributions from the federal government can resume as soon as the shutdown ends. These weekly benefits will be issued based on the day of the month customers usually receive SNAP payments. Beginning Monday, November 3: Customers who regularly receive their SNAP benefits on the 1st of the month will receive weekly VENA benefits on Mondays. Customers who regularly receive their SNAP benefits on the 4th of the month will receive weekly VENA benefits on Wednesdays. Customers who regularly receive their SNAP benefits on the 7th of the month will receive weekly VENA benefits on Fridays. Virginia Steps up to Issue Benefits to SNAP Households

Water Treatment Plant Receives Gold Award Gloucester’s Water Treatment Plant was recently awarded the 2024 Gold Award from the Office of Drinking Water for achieving Virginia’s Optimization Program Goals. The performance award is given to water treatment plants that provide excellence in clarification, filtration, and backwash.
There were 50 Gold Awards statewide, and only four were given in the Hampton Roads region.

Prepare Now for Winter Weather
Last year, our area experienced more winter weather than average, with several back to back snowfall events. This year, the winter forecast is similar, with higher-than-average snowfall for our area. Gloucester’s Emergency Management Department wants all residents to be prepared.
Here are a few tips:
Create an emergency supply kit for your vehicle. Include jumper cables, sand, a flashlight, warm clothing, blankets, bottled water, and non-perishable snacks. Keep a full tank of gas. Gather supplies in case you need to stay home for several days without power. Keep in mind each person’s specific needs, including medication. Remember the needs of your pets. Have extra batteries for radios and flashlights, and have a portable phone charger if possible.
Know the terminology:
Winter Storm Warning: Issued when hazardous winter weather in the form of heavy snow, heavy freezing rain or heavy sleet is imminent or occurring. Winter Storm Warnings are usually issued 12 to 24 hours before the event is expected to begin. Winter Storm Watch: Alerts the public to the possibility of a blizzard, heavy snow, heavy freezing rain or heavy sleet. Winter Storm Watches are usually issued 12 to 48 hours before the beginning of a winter storm. Winter Weather Advisory: Issued for accumulations of snow, freezing rain, freezing drizzle and sleet that will cause significant inconveniences and, if caution is not exercised, could lead to life- threatening situations.

A Major Moment in Virginia Education
For the first time in 26 years, Virginia is making a historic change to how student performance is measured on Standards of Learning (SOL) assessments. On September 25, 2025, the Virginia Board of Education unanimously approved revised cut scores for Mathematics and Reading SOL tests. This update represents one of the most significant shifts in education policy in a generation, impacting students, teachers, and parents across the Commonwealth. The Virginia Department of Education (VDOE) is gathering feedback to guide how these new standards will be implemented. Your voice matters. Educators will review proposed phased-in models, discuss a potential “approaching” performance level, and identify resources needed to support student growth toward higher expectations.

Ribbon Cutting and Grand Openings Held at Newly- Renovated Gloucester High School Gloucester High School opened its doors Oct. 23 for a ribbon cutting ceremony and open houses for the community and for those who played integral roles in making the renovation process a success. At the same time, our other schools are showing tremendous growth. Abingdon, Achilles, and Petsworth have demonstrated phenomenal academic progress, placing them right alongside the schools highlighted in the rankings. Growth is the truest measure of learning. It reflects the daily work of our students and teachers. These schools are rising, and we are proud of them. In November, four Gloucester County Public Schools were recognized by U.S. News & World Report in their 2026 Best Public Schools Rankings. Bethel Elementary, Botetourt Elementary, Page Middle, and Peasley Middle were ranked within the top 40 percent of schools in both Virginia and the nation. This reflects strong academic performance, dedicated teachers, and a school culture that supports learning and high expectations. Our community can be proud of this. Concerts by the Bay Presents “Kinnfolk” Celtic Music December 7
Concerts By The Bay presents “KINNFOLK” , a husband and wife Celtic folk music duo, on December 7 at 3 PM at the Harry M. Ward Auditorium at Mathews High School, Mathews, VA. Josh and Julie Kinn will perform with mandolin and Irish drum combined with vocal harmonies from the heart of the Blue Ridge Mountains. Their pieces include selections of sea shanties, working songs, traditional tunes, original compositions and favorites. Sharing stories from Appalachia, Kinfolk is rooted in tradition, lore and ancestry. Named one of the top Celtic folk bands to watch in 2025 by The Irish & Celtic Music Podcast. Celebrating 40 Years of Friends of Dragon Run: A Picnic to Remember
Thirty-four Friends of Dragon Run (FODR) members gathered along the Dragon Run to celebrate the organization’s forty years of dedication and accomplishments. With sunny skies, delicious food, a beautiful setting, and great company, the event was a resounding success. FODR President Jeff Wright shared a list of the organization’s achievements over the decades and thanked members for their ongoing support and contributions. “The organization is now protecting 1,125 acres of land along the Dragon. More than 600 people from all over Virginia learn about this special habitat each year through our paddle tours. And teachers and students from the counties around the Dragon have participated in our Dragon Run Education Academy Mentorship (DREAM) program.” Vice President Carol Kauffman brought energy and fun with a lively round of Dragon Run Species Trivia, while Treasurer Dave Norman kept the crowd laughing with his comedic commentary, joined by a few friendly hecklers who added to the fun.
After the picnic, Jeff and Hike Master Robin Mathews led a walk along the Dragon Run riparian buffer. Still, the real highlight of the day was simply connecting. Members spent time reminiscing, catching up, and sharing stories. We were especially honored to be joined by founding member Dave Rhodes and several long-time volunteers, including four past and current presidents: Tom Cramer, Dave Rhodes, Janice Moore, and Jeff Wright. It was equally exciting to welcome many new members who joined the organization over the past year. Historically, FODR picnics were an annual tradition, a way to celebrate milestones and community. Although the pandemic and a shift to online meetings paused these gatherings, this year’s celebration proved how valuable and meaningful they still are. With the success of this event, it’s safe to say that picnics will once again be a cherished part of FODR’s future.

Hampton Roads Community Foundation The Hampton Roads Community Foundation is accepting applications for the Ellis W. Rowe Memorial Scholarship starting December 1, 2025. This scholarship is for students from Gloucester County in need of financial assistance for undergraduate or graduate studies. Since 1950, charitable people across Hampton Roads have helped students pay for college through the Hampton Roads Community Foundation. Thanks to generous donors, we have been able to distribute more than $23 million in total scholarships, including over $1 million to students from Gloucester through the Ellis W. Rowe Memorial Scholarship.

Location: Boys & Girls Club of Gloucester Dates: Friday, November 15 & Saturday, November 16 Time: 9:00 AM – 5:00 PM (both days) Get into the holiday spirit with us at our Christmas Bazaar! Come shop local and find unique gifts, handmade crafts, festive décor, baked goods, jewelry, holiday ornaments, home goods, and so much more. Admission: Please bring a non-perishable food item to donate. All items will go to the Bread for Life Food Pantry to support families in need this holiday season.
