(B) If a jurisdiction is unable to comply with subparagraph (A) due to limitations of its existing voting system, any new voting system purchased by the jurisdiction after July 1, 2020, shall be able to accommodate the requirements of subparagraph (A). (b) If a candidate has a character-based name by birth that can be verified by birth certificate or other valid identification, the candidate may use that name on the ballot instead of a phonetic transliteration. A candidate who does not have a character-based name by birth, but who identifies by a particular character-based name and can demonstrate to the local elections official that the candidate has been known and identified within the public sphere by that name over the past two years, may use that name instead of a phonetic transliteration.

The candidate statement shall not include the political party affiliation of the candidate, nor membership or activity in partisan political organizations (EC §13307(a)(1). The required form of typewritten statements and word count standards are included in this Chapter. Candidates filing a statement will be required to pay a fee in advance toward the total cost of printing, handling, translating and mailing of the candidate statements, including costs incurred as a result of complying with the Voting Rights Act of 1965 (as amended). Costs for candidate statements are as follows: Council Seat: Publish Electronic Only Councilmember: District No. 5 $896.66 $509.82

Candidate’s Statement – No Reference to Another Election Code Section 13308

In addition to the restrictions set forth in Section 13307, any candidate’s statement submitted pursuant to Section 13307 shall be limited to a recitation of the candidate’s own personal background and qualifications, and shall not in any way make reference to other candidates for that office or to another candidate’s qualifications, character, or activities. The elections official shall not cause to be printed or circulated any statement that the elections official determines is not so limited or that includes any reference prohibited by this section.
