1) Question: If an incumbent Councilmember has more than one committee, i.e. one (or more) from a previous campaign(s) as well as one for the current campaign, can the same person contribute to any or all committees? Answer: An individual may contribute to a previous campaign committee (e.g., to retire past debts) and a current campaign committee (e.g. for a seat on a future election ballot) for the same candidate. In each case, however, the amount given to each committee cannot exceed the contribution limit applicable to that campaign (election cycle). Multiple contributions to the same committee must be aggregated for the purpose of determining compliance within the maximum limit. For example: 2010 Election Cycle 01/01/2009 – 12/31/2010 Limit: $440 2012 Election Cycle 01/01/2011 – 12/31/2012 Limit: $440 2014 Election Cycle 01/01/2013 – 12/31/2014 Limit: $470 2016 Election Cycle 01/01/2015 – 12/31/2016 Limit: $470 2018 Election Cycle 01/01/2017 – 12/31/2018 Limit: $490 2020 Election Cycle 01/01/2019 – 12/31/2020 Limit: $530 2022 Election Cycle 01/01/2020 – 12/31/2022 Limit: $550 2024 Election Cycle 01/01/2023 – 12/31/2024 Limit: $620 2026 Election Cycle 01/01/2025 – 12/31/2026 Limit: $650 2) Question: Is the campaign contribution limit for a single source based on the current election cycle or based upon a calendar year, i.e. the same source contributed to a single campaign in 2022 and plans to contribute to the same campaign in 2024, is the cumulative contribution based upon the election cycle (two years) or the calendar years? Answer: The campaign limit for a single contribution source is based on the election cycle for the specific office in question, not on a calendar year basis. Where a person has more than one active campaign, for multiple offices, a single source can contribute up to the limit set for the relevant election cycle for each campaign. 3) Question: If a person contributed to an earlier campaign (which was at a lower limit from a previous election cycle), can that same person increase his/her contribution limit to the higher limit as may be determined with a subsequent election cycle? Answer: The maximum contribution amount for a prior campaign is the limit that was established and in effect for the election cycle corresponding to the specific office in question.
