F. The City Manager is authorized to develop, implement and administer appropriate policies and guidelines for use of the City logo, including without limitation use in multi-communication mediums by authorized outside entities. Any person granted consent to use the City logo shall fully comply with such policies and guidelines. G. The word "person" as used in this division shall include a person, firm, association or corporation, and whether acting as principal agent, employee or otherwise. Distribution, Posting of Handbills, Circulars § 3-4-120 - No person shall post or affix, cause to be posted or affixed, to any tree, shrub, plant, fence, building, structure, monument, wall, apparatus, post, bridge, bench, gate or other physical object, any handbill, circular, booklet, card, pamphlet, sheet or written or printed notice advertising any commodity, article, merchandise, business activity, person or thing within any public park. Meetings and Assemblies § 3-4-123 - A. Any lodge, society, social organization or club or other organization desirous of using any public facility for a parade, picnic, meeting, assembly or other similar purpose at which more than 50 people are expected to, or in fact, attend, may do so by first notifying the Director of Community Services of such intended use not less than 30 days prior to such use. B. Persons desirous of setting up or maintaining any exhibition, place of amusement, concert, moving picture show, bandstand, performance, entertainment or amusement within any public place must first obtain a permit from the Director of Community Services. Public Address Systems § 3-4-125 - Use of public address systems within any public area, except in those areas specifically designated, shall not be permitted. Persons wishing to set up, use, operate or maintain a public address system, in those areas specifically designated, shall first obtain a written permit from the Director of Community Services. Free Speech Rights § 4-14-601 – Prohibitions No person shall interfere with the exercise of free speech rights by persons within areas open to the general public in shopping centers, apartment complexes and other private or public property open to the general public. As used in this section, “free speech rights” shall mean the right to freedom of speech, the right to solicit and collect signatures on petitions and the right to distribute literature or display temporary signs or placards of a political nature; provided such activities do not result in the obstruction of entrances, exits or passageways or create a threat to public safety.
