The Role
• Develop, co-ordinate, direct and oversee the implementation of related programmes / projects and activities to deliver outcomes and benefits related to strategic objectives, including works derived from Quinquennial Inspection reports including capital works, glazing, building conservation / restoration, planned and preventative maintenance, spend to save and utilities/sustainability programmes on the Cathedral estate. • Promote excellent programme and project disciplines including preparation of business cases, comprehensive cost budget calculations, risk management, stakeholder/communications, resource planning from project inception to post completion evaluations ensuring delivery to time, cost and quality. • Undertake routine periodic visual inspections and implement audit regimes of the Cathedral estate and provide reports as required on opportunities, compliance, risks, condition and programme performance. • Accountable for ensuring that a robust Planned PPM (Preventative Maintenance Programme) is in place to assure that the estate is being maintained to the correct statutory and mandatory requirements. • Direct and oversee the setting of clearly defined estate requirements and tendering of contracts to ensure value for money e.g. property management, architectural services, archaeological services, total facilities management (cleaning, security, utilities, pest control etc). • Accountable for ensuring performance of contractors and that contractual obligations are met. • Responsible for undertaking pro-active action in relation to non-compliance of contracts and issue resolution. • Accountable and responsible for listed building consents, planning permission, and assisting with Cathedrals Fabric Commission for England applications for permission. • Accountable for ensuring appropriate Health & Safety measures in the built
environment are in place, working with external H&S advisers, ensuring compliance with relevant legislation and statutory codes of practice as required, eg legionella, asbestos, fixed wire and other electrical testing, gas safety, fire safety etc. • Accountable for ensuring appropriate security and major incident planning is in place for the Cathedral and its environs. • Ensure that all the Cathedral’s responsibilities under CDM regulations are adhered to in conjunction with the designated Principal Contractor • Ensure due governance is in place for documents including relevant registers and maintenance plans etc. Additional Responsibilities: • To be an active member of the Senior Leadership Team • Accountable and responsible for identification, writing, communicating and embedding of related policies, processes and procedures to ensure compliance and best practice of estate and facilities management operations. • To be responsible and available for ensuring appropriate coverage for call- outs as required • Support colleagues in ensuring the relevant insurance cover is fit for purpose and represents value for money. • Represent the Cathedral on the Vinehill Trust Projects (Cathedral Workshop Fellowship) and Cathedral Clerks of Works committees as required. • Liaise with relevant local and national bodies, trusts, grant-giving bodies, sponsors and donors to build excellent relationships. • Provide information for external communication (including the website and social media), assist in the preparation of press briefings and act as spokesperson if required. • Maintaining good records and project/ programme disciplines and be accountable for ensuring information and data is managed and accessible.

Job Purpose: • To lead the Estates and Facilities function who are responsible for the successful delivery of all Estates services e.g. restoration, capital works and total facilities management practices relating to the Cathedral and across the substantial Cathedral’s estate portfolio. • To lead on developing and delivering the strategic estate management plans for the Cathedral and wider Cathedral estate portfolio to manage, maintain and sustain its day- to-day operational use now and for future generations. • Responsible for identifying and delivering multiple programmes of works including capital works, maintenance (planned and preventative), sustainability (energy efficiencies, water, waste reduction), property management and development whilst ensuring all practices and operations are legal and regulatory compliant. Key Responsibilities: • Provide direction and leadership to the Estates and Facilities Management team (and contractors) to deliver outputs on time and to budget through clearly defined objectives and holding individuals to account. • Promote strong working relationships both within the team and with other teams across the organisation and beyond. • Demonstrate a personal commitment to the Cathedral’s values, and provide a positive, collaborative and proactive working environment. • Responsible for developing and supporting the Estates and Facilities Management Department, enabling them to deliver to their best and compliant with mandatory and statutory training requirements. This includes identifying and leading on the development of skills – particularly to support our heritage work. • Consult and liaise with specialists, including but not limited to the Cathedral Architect and Archaeologist. • Develop strategic estate management plans to realise value from our asset portfolio and our long-term needs, including property development (commercial and tenanted properties, void management, holiday lets, disposals, shared development partnerships etc), spatial office/asset planning, maintenance upkeep and sustainability opportunities.
