Lelea is a two-time Pur- ple Heart recipient who served his country for 20-plus years including three active duty deployments to Iraq. The announcement

Dallas BA Keeps Sights on Fall Advocacy

is concerned with a requirement that enforces lot widths. The Texas Local Government Code only allows a county to adopt reasonable lot standards for minimum lot frontages on existing county roads. However, the county’s regulation contains language that could give broader application. The Association has sought clarification from the county. Builders and developers who observe area counties and municipali- ties introducing regulations that may be in response to recently passed state legislation are encouraged to contact the Association. The next Government Relations Committee meeting is Oct. 19. Until then, please register for the HOMEPAC Shootout. It will be a good way to relax and help take aim on advocacy. Save the Date

maximum on impervious coverage per single-family lot. Early presentations have included recommendations for a maximum of 40%. Without an excep- tion for flatwork, such a requirement could be a deal breaker for both infill builders and new developments. Dallas BA presented preliminary concerns about the concept earlier this year, including that such a pro- posal could disproportionately impact smaller lots, and as a result, lower income neighborhoods. Builders of townhomes would find it difficult to comply with just 50% impervious cov- erage maximums if such an ordinance is not drafted very carefully. The Association also voiced concern over what would qualify as permeable coverage, as well as provi- sions that would impact setbacks and garage locations. The requirement is currently proposed for the front yard of lots. In Northlake, an ordinance re- sulting in a $1,000 fee related to the application for a release from the town’s extraterritorial jurisdiction was approved by the town’s council on Sept. 14. Dallas BA opposed the ordinance due to the impact that type of fee could introduce to housing af- fordability, especially for families who may choose to build a home on their own land. Northlake has indicated that the ordinance is in response to recent law enacted after the approval of Senate Bill 2038 during the recent Texas legislative session. That bill made significant changes to the laws related to property located in a city’s ETJ, offering the process for an owner of land in that ETJ to petition to have the property released. At the Association’s urging, the town council did provide information

that any fee resulting from the ordi- nance was not calculated based on the costs related to any possible election process. Dallas BA had reminded the council that the state statute requires that the municipality shall pay for the costs of holding an election that is ordered on the question of whether to release an area from said municipal- ity’s ETJ. After Dallas BA requested clari- fication regarding the services being provided that would result in the fee, the town offered that it was in rela - tion to the costs to verify the property ownership and the changing of the town’s maps. We will continue to monitor this issue in Northlake and other areas. Builders and developers in Gray- son County should be aware of the county’s recent amendments to its subdivision regulations. The Association’s HOMEPAC Shootout, presented by BGE, Inc., is Oct. 12 and the deadline to register is Friday, Oct. 6. If you are interested in entering a team, you should send in your registration now. The HOMEPAC Shootout, which will be hosted at Elm Fork Shooting Sports in Dallas, ben- efits both HOMEPAC of Greater Dal - las and the Association’s Issues Fund. Registration for the event in- cludes breakfast, lunch, beverages, tar- get clays and the range fee. The event kicks off at 8 a.m. with breakfast and registration, with competition begin- ning at 9 and wrapping up with lunch and awards about noon time. Registration and partner informa- tion can be found in the event listing under the calendar at www.Dallas- Builders.org. The 2023-24 cycle for HOME- PAC of Greater Dallas began on Oct. 1. Members who invested at the club level are encouraged to renew at that level or even consider moving up. Association members who have not participated should really consider do- ing so. The reality is, if you’re in busi- ness these days, you’re in politics. After 15 years he sold the company and retired and did what most people only dream of doing — he and Kay bought a 60-foot yacht and for the next three years sailed along the Atlantic Coast and in the Caribbean, winning the Caribbean 1500 twice. During that time, they spent only one night off the boat, even weathering Hurricane Gordon. In 1998, Joe hung up his captain’s cap and moved back to Texas, where he taught electrical engineering for both Rockwall High School and Collin County Community College for the next four years. Caprock Custom Construction was formed in 2001, designing and building custom homes in the Rockwall/Heath area. The company has been a member of the Dallas BA since 2002, and Joe was a strong believer in the importance of maintaining the venerable heritage of the Association while securing a vibrant future. He served as president of the Metro East Division, where he was actively involved in the group’s Cars for CASA

Joe served in the U.S. Marine Corps from 1968 to 1971, coming back from Vietnam with a newfound understanding of the importance of service in life, as well as an overall sense of purpose and a strong drive to succeed. After his honorable discharge, Chamberlain got his real estate license and began building HUD Homes in Gilmer, while he attended college. He had gotten his start in construction when he was still at Bryan Adams High School, working with multifamily builder K.K. Stanfield near Fair Park. 1976 was a busy year for Joe; he married high school sweetheart Kay, studied electrical engineering at Texas Tech and started a company that would become a Top 20 Five Star Distributor of GE Mobile Communications operating in 52 counties.

At the state level, Joe served as Area I Vice President from 2014 to 2016. He was a trustee of the TAB political action committee and served on its Government Rela- tions Committee

The award was named for the Asso- ciation’s first president, Hugh Prather, in hopes that his principles would serve as a guide for future generations of builders. It is not meant to be simply a “Builder of the Year,” but something more that reflects credit to the building industry. Past recipients include homebuild- ing icons such as Dave Fox, W.W. Ca- ruth Jr., Bob Folsom, Fred Roach, Kent Conine, Tommy Ford, N.D. Hopkins and Harold Pollman, among others. 2022 Prather recipient Alan Hoff - mann of Hoffmann Homes presented the award. Chamberlain served as the Dallas BA’s 70th president in 2013, in the midst of some challenging transitions for the Association as it was working to push through the impacts of the Great Reces- sion and get back on to a firm financial footing. “He approached his role at the Dal-

He served two terms as a City of Heath councilman, was a Planning and Zoning Commissioner and served on the Lake Ray Hubbard Takeline Committee. Other involvement included the Rockwall Men’s Republican Club and the Rockwall Chamber.

Sgt. Lelea family to receive mortgage-free home continued from page 1

to assess the situation but passed out and lost all consciousness due to his injuries, waking up later in the hospi- tal. This incident resulted in traumatic brain injury (TBI), post-traumatic stress disorder (PTSD), obstructive sleep apnea, as well as a labral tear in his right shoulder. In spite of multiple injuries, he stayed on active duty as long as he possibly could, but medi- cally retired in February 2020. For nearly 25 years of military service, Lelea was recognized with a Bronze Star, two Purple Hearts, Meri- torious service medal, army commen- dation medal 3rd award, joint service achievement medal, army achievement medal 2nd award, and many more awards and accolades. Lelea currently lives with his wife and children in Alaska. After he was stationed at Ft. Hood, he promised his family they would return to Texas one day. As a family, the Leleas enjoy bar- bequing, camping and fishing together. Garvey Homes volunteered to lead the construction of this home a few short months ago. During this time, they have submitted and received approval of a budget, managed the donations and had plans drawn to incorporate the needs of Sgt. Lelea. The home consists of four bed- rooms, three bathrooms, a two-car garage, and is 2,242 square feet. times during active duty. During his second deployment, he worked as a platoon sergeant and traveled Iraq in an unarmored Humvee. In 2006, Lelea’s truck was hit by an improvised explo- sive device (IED), and he was thrown about the inside of the vehicle. His gunner sustained shrapnel in his face, and their medic was injured. Lelea sustained a concussion and injured his legs and back. Despite these injuries, Lelea insisted on staying and continu- ing to fight. The following year, Lelea’s vehicle was hit with an explosively formed penetrator (EFP). His vehicle exploded, caught fire and rolled down the street. Despite his efforts, Lelea couldn’t stop the vehicle. After his vehicle came to a halt, Lelea attempted
