CWU Board of Trustees Retreat Agenda | July 2026

supporting student success and institutional change. We also look forward to our reports at Board meetings where there will be opportunity for dialogue. Over the Spring quarter, Faculty Senate committees engaged in important work: • The Bylaws and Faculty Code Committee has proposed several amendments to Code and Bylaws, that serve to codify regular processes and correct clerical issues to enhance clarity and accessibility. The BFCC brought forward these three proposals for Code amendments to the Faculty Senate, and they were approved by the Faculty Senate in the 2025-2026 academic year. The Board approves changes as the final step in the Code amendment process, so these proposed amendments are before the Board at the July 2026 meeting.

There are three Faculty Code amendments on the Board agenda for this meeting:

1) Changes to the language related to distinguished faculty awards to allow for self-nominations and to ensure award winners participate in selection committees in subsequent years. The amendments also involve clerical changes to clarify submission processes and materials. 2) Addition of new language related to faculty workload for Senate-related service. This new language describes existing processes for faculty workload and does not change practice. It is meant to clarify the sources of workload compensation for faculty involved in Senate service. 3) Revisions to language in the section on college budget committees to more accurately reflect the contents and authorship of the 1966 “Statement on the Governance of Colleges and Universities,” to provide a definition of college budget committees, and to clarify the types of budget decisions that are discussed in college-level committees versus larger decisions that should involve broader consultation. These changes do not represent a change to practice but serve to codify the current role of the college budget committees. The Provost has been aware of these changes for many months, as every Code amendment comes to the Faculty Senate for three readings (i.e., three months). Although not required in Code, we also started a practice of bringing proposed Code changes to the Provost in our one-on-one meetings with him to discuss the changes
