Domestic Nuclear Detection Office (DNDO) Joint Analysis Center (JAC)
DNDO was established within DHS by presidential directive to improve the nation’s capability to detect and report unauthorized attempts to import, possess, develop, or transport nuclear or radiological material for use against the nation and to further enhance this capability over time. To accomplish this mission DNDO has defined a Global Nuclear Detection Architecture (GNDA). The GNDA is a framework for detecting (through technical and non-technical means), analyzing and reporting on nuclear and other radioactive materials that are out of regulatory control. The Joint Analysis Center (JAC), housed in DNDO, provides awareness of the GNDA and technical support to federal, state, and local authorities. The JAC facilitates nuclear and radiological alarm adjudication from detection events, utilizing the Joint Analysis Center Collaborative Information System (JACCIS). The JAC also provides awareness of the Global Nuclear Detection Architecture to inform decision making and enable coordination of federal, state, tribal, territorial, local (FSTTL) authorities. JACCIS provides a way for federal, state, tribal, territorial and local agencies, (F/S/T/T/L) agencies to share radiological and nuclear detection information at the Unclassified/For Official Use Only level. The JACCIS Dashboard provides a secure web interface to collaborate with mission partners and includes a GIS that allows users to view detection information, detectors, NRC licensing, and other overlays (critical infrastructure etc.) in a geospatial viewer. Web Service interfaces is utilized to connect JACCIS to the TRIAGE system that DOE uses to adjudicate radiation alarms that could not be adjudicated at the lowest level. This connection allows a seamless transition of S/T/T/L alarms adjudication in JACCIS to be elevated to TRIAGE for national-level adjudication assistance. The JAC’s major value added is its role in the information integration and analysis coupled with awareness of the GNDA. This enables the right information to be available at the point of detection ensuring the adjudication results in an appropriate response allowing either a quick release as a non-threat or initiating a response for a potential threat.
