Regulates commercial transportation of all hazardous materials, including radioactive materials, and is the lead federal agency regulating import and export of hazardous materials. The regulations for all hazardous materials, including radioactive materials, cover responsibilities of shippers and carriers by all modes of transportation. These regulations are enforced by the headquarters and regional offices of PHMSA, by the DOT modal administrations (FAA, FRA, and FMCSA), and in the case of transportation by vessel, the U.S. Coast Guard (an agency within the Department of Homeland Security). The Pipeline and Hazardous Materials Administration’s Office of Hazardous Materials Technology develops hazmat transportation regulations in consultation with the modal administrations, and participates in the development of model regulations by various international organizations. The regulations for the transport of radioactive material are developed in coordination with the U. S. Nuclear Regulatory Commission.
