Swayze, who has his office in Caledon, was one of two applicants for the integrity commissioner position contract. The other was David Shelly, a lawyer with the firm of Nelligan O’Brien Payne, working out of its Ottawa, Vankleek Hill and Alexandria office. Shelly’s application noted that he is bilin- gual. The letter of reference from his firm is in French while his curriculum vitae is in
English. Coun. Desjardins asked if Swayze also was bilingual. Mayor Marcel Guibord said that he is but Swayze’s application let- ter and curriculum vitae are both in English and there is no mention in either of bilin- gual capability. He is a founding member of the Integrity Commissioners of Ontario. Swayze’s application included a proposed fee rate of $260 per hour for work as an in- tegrity commissioner with an annual $2000 retainer paid in advance, and a limited number of expenses subject to negotiation. Shelly’s proposed rate was $390 per hour with a fax report expense of 25 cents per page.

CLARENCE CREEK | The City of Clarence- Rockland now has an integrity commis- sioner to investigate complaints about the behaviour of council members and city officials. Council approved hiring Robert Swayze as the city’s new and first integrity commis- sioner. The decision was made following a registered vote during the June 30 special meeting of council held to deal with priority matters before the summer break. Coun. Guy Desjardins was the sole dis- ROCKLAND | Police have charged a Rock- land man as a result of a child pornogra- phy investigation. Jean Levesque, 62, was arrested and char- ged July 3 on three counts of possession of child pornography and one count of acces- sing child pornography. The charges resulted from a six-month investigation by the OPP Child Sexual Ex- ploitation Unit (CSE). Officers from the OPP Technical Crime Unit and the Russell County OPP detachment took part in the arrest. Police executed a search warrant at Le- vesque’s home and seized two computers and one cellular phone unit. An OPP report states the devices contained images of child sexual abuse. Det-Sgt. Paul Thompson, supervising offi- cer for the CSE Unit, noted during a Friday phone interview that the items seized will be going through an in-depth examination. A preliminary inspection revealed enough evidence to warrant filing the charges. Whether any other charges are possible will depend on what the detailed cyber forensic study reveals. He noted that the arrest is not part of any other investigation into child pornography. The accused man appeared later that day for a bail hearing at the L’Orignal provin- cial courthouse. He was granted release in return for posting $3000 bail with a surety. He is now scheduled for a first appea- rance court date July 30 at the L’Orignal courthouse. Child porn charges filed
