The Oklahoma City Convention and Visitors Bureau is honored to be considered as a host for a The American Legion 2028 National Convention in Oklahoma City and help bring in events that generate activity and enthusiasm among event attendees and our citizens. OKC CONVENTION CENTER PROPOSAL

We are delighted to be considered as a host of the National Convention of the American Legion in 2028. We believe that the Oklahoma City Convention Center will be an excellent location for your convention! The Oklahoma City Convention Center, managed by ASM Global, opened in January 2021. It is a beautiful state-of-the-art facility offering a total square footage of 510,000 square feet. Our new venue features: • 200,730 square feet of exhibit space, which can be divided into four (4) halls A-D • 29,874 square foot ballrooms • 45,000 square feet of flexible meeting space We are happy to offer the following space and pricing (Please see Appendices G-H for full capacities of rooms and exhibit halls and Appendix M for ancillary pricing.):

OKC CONVENTION CENTER CLEANING PROTOCOLS

TECHNOLOGY/EQUIPMENT Needlepoint Bipolar Ionization

In the pursuit of a safe and healthy meeting environment the Oklahoma City Convention Center (OKCCC) the following COVID-19 protocols and technology will be instituted as additional layers of precautions to prevent the transmission of pathogens within the OKCCC. OKCCC ACTIVATION OPERATING FRAMEWORK This is the plan to activate/open the OKCCC during the current COVID-19 pandemic. At the center is ASM Global’s program – VenueShield. VenueShield was launched by ASM Global to create a toolbox to be best in class to regain consumer confidence to return to public venues. At the core, our journey of implementation of best practices is focused to serve: • Stakeholders • Team Members

Needlepoint Bipolar Ionization (NPBI) technology delivers purified indoor air. The solution is a patented technology developed by Global Plasma Solutions. This is proven technology to fight pathogens with high concentration of positive and negative ions, delivering them to the space via the HVAC system. Within the air stream, ions attach to particles, where they combine, become larger and are more easily filtered from the air. When ions encounter pathogens, they disrupt the pathogens’ surface proteins, rendering them inactive. In addition, there are added value elements of saving energy consumption and a lowering of carbon footprint. Each of the OKCCC air handler units are outfitted with the NPBI units to clean the indoor air throughout the facility. Global Plasma Solutions’ NPBI technology has been certified by United License 867, and United License 2998 as ozone-free. Neither ozone nor other harmful byproducts will be produced withing the environment. LightStrike Robot LightStrike Robot uses a patented Pulsed Xenon UV light system that produces UV across the entire germicidal spectrum deactivating the pathogens at the wavelengths where they are most susceptible. Xenex solutions are proven effective in the most demanding healthcare environments and are ideally suited for disinfecting hospitality, transportation, and other environments to deactivate bacteria, viruses, spores, and those impacted by the ongoing COVIS-19 pandemic. Deactivating germs on high touch surfaces improves customer safety and creates safe environments which is critical to maintaining sustainable business operations. The LightStrike Robots are being deployed within the OKCCC smaller meeting spaces and restrooms to deactivate pathogens on high touch surfaces to include but not limited to: tables, chairs, and elevator cabs. This solution will decrease the resources required to disinfect space to return to service.

ASM Global has engaged subject matter experts from the areas of environmental services, industrial hygiene, and higher education to assist in the vetting of VenueShield program. As part of the Oklahoma City Convention Center Emergency Action Plan, all guests should be aware of the emergency evacuation routes in the event of a fire of any other emergency situations at the OKCCC. As with any emergency, it’s important that everyone stays calm. Do not run during any emergency drills or an actual emergency evacuation. We shall treat any emergency situations as real until an all clear has been given by the OKCCC Management team. In the event of an evacuation of the Oklahoma City Convention Center, the rally point for guests will be at Scissortail Park. (Map is provided below). This is directly across Robinson Street from the main front lobby entrances. In emergencies other than fire, tornado and earthquake, elevators may be used by people with mobility impairments. Know where your emergency Assembly Points and Evacuation Areas are located, and the Evacuation Routes you should follow to reach them. DO not stand in roadways as emergency responders need clear access to buildings. The Oklahoma City Convention Center has a Command Center that is in operation for 24 hours a day during the week. The Command Center serves as the communication base for all security related issues including emergency response, building access, security dispatch and camera monitoring. The Command Center can be reached at 405-431-7202 for non-emergencies or after hour access. In case of an emergency, please dial 911 and then notify the Command Center to help best facilitate the emergency response. EMERGENCY ACTION PLAN

Weather – The Oklahoma City Convention Center Security Department monitors weather routinely and updates staff on all weather notifications. Tornado Warnings – In the case that a tornado warning is issued for the area, a notification will go out to Show Management. Oklahoma City has a robust tornado siren system which is audible inside the Convention Center. Should a shelter in place notification be issued, all event programming will be stopped, and guests will be instructed to use first floor interior hallways, stairwells, restrooms and in the case of a large crowd, exhibit halls will be used. Lobby areas and meeting rooms cannot be used as shelter areas due to the windows. The Oklahoma City Convention Center Emergency Response team will notify show management when the shelter in place is lifted, and security will check all potential shelter areas in order to notify guests that the emergency is clear. Fire Alarm Response – In case of a fire alarm, all guests and staff will need to evacuate the building via stairwells and exit doors. Oklahoma City Convention Center staff will assist with the evacuation while the Oklahoma City Convention Center Emergency Response team will work with show management on all emergency related communication including issuing an all-clear to returning to the building. The main muster point for show management and guests will be the main stage area of Scissortail Park.

Below is the confirmed list of bidding hotels. In the current proposal we are submitting bids for a total of 2,462 sleeping rooms on peak. An overview of each hotel’s proposal may be found in Appendix F and full proposals in Appendix J. Please note, if needed, we can include up to 2,800 rooms on peak should American Legion find it necessary after the site visit and after viewing the citywide hotel inventory. HOTEL INFORMATION

The list of hotels that we are proposing are in Downtown Oklahoma City and within one mile of the convention center. We have also included three hotels that are outside of the downtown area; however, they have been selected due to their ample meeting space and hotel room inventory. Each of these three hotels are within a 5–15-minute drive or ride from the OKC Convention Center. Currently, downtown, we have a total of 4,432 sleeping rooms and 6,717 sleeping rooms in Airport/ Meridian corridor which is within five to nine miles of downtown. The total number of sleeping rooms throughout the entire city is 24,751.

Oklahoma City National Memorial and Museum This memorial pays tribute to those who were killed, those who survived and those changed forever by the April 19, 1995, bombing of the Alfred P. Murrah Federal Building in downtown Oklahoma City. Designed to be seen by day and by night — they truly are different experiences — the grounds also house the Memorial Museum. Offering first-person and archive tours, the Oklahoma City National Memorial & Museum has become a profound statement of the resolve, hope and community spirit that grew after the Murrah bombing — sharing the dream of a world without violence and terrorism.

National Cowboy and Western Heritage Museum

With more than 28,000 Western and American Indian art works and artifacts, it’s home to one of the most comprehensive collections of Western art in the world. The museum depicts the rugged spirit and rich influences of cowboy culture, with fine art, pop culture, Native American objects and historical cowboy gear. The museum also hosts a number of special events annually.

The museum is home to an extensive collection of Dale Chihuly glass pieces and hosts international traveling exhibits.

Myriad Gardens A 15-acre urban botanical garden in downtown, this beloved public space boasts plants that are seasonal, so there’s always something to enjoy. A sunken pond attracts waterfowl, and the Crystal Bridge is a tropical oasis in the heart of the city. The Crysal Bridge is undergoing renovations and will reopen fall 2022.

Bricktown Entertainment District Oklahoma City’s Entertainment District is the go-to for nightlife, dining and fun. Enjoy the sights along the mile-long Bricktown Canal on a Bricktown Water Taxi. Bricktown is also home to the American Banjo Museum, where you’ll see more than 400 beautiful instruments and rotating exhibits. Located at south end of Bricktown, the Oklahoma Land Run Monument features 45 of the world’s largest bronze sculptures commemorating the 1889 Land Run in which Oklahoma City was founded.

Adventure District In this case, the name says it all – this district is full of adventure for the whole family. Located in northeast OKC at the crossroads of I-35 and I-44, the Adventure District is home to many can’t-miss museums and attractions like the Oklahoma City Zoo, National Cowboy & Western Heritage Museum and Science Museum Oklahoma. Remington Park, also located in the Adventure District, lets visitors experience the excitement of quarter horse racing. Even if you’re a new spectator, learn to wager and get in on the fun. Complete your visit with a stop at the casino, also a part of Remington Park.

Boathouse District Set on the Oklahoma River near downtown and Bricktown is the Boathouse District. It’s home to RIVERSPORT Adventure, where you can canoe, kayak, stand-up paddleboard or whitewater raft. The Boathouse District is also a U.S. Olympic and Paralympic Training Site for rowing and kayaking, so you can often spot athletes on the water.

CVB ASSISTANCE, VALUES AND CONCESSIONS

• The CVB/DMO will host an Opening Kick-Off Reception for The American Legion Family on Saturday, the second official day at 7:00PM. An example of this event is PCMA’s opening or closing reception. CVB/DMO will provide the venue, food and beverage options and entertainment. This is a themed event but not limited to a first-class festival, celebration, fair, military installation, salute to service, patriotic affairs that includes entertainment, etc. CVB/DMO should consult with the local American Legion organizing committee on their thoughts. The event should include all Legion Family members (Legion/Auxiliary/ Sons) to promote camaraderie, networking, and the overall mission of The American Legion. The Opening reception will also include local political dignitaries to ceremonially welcome The American Legion. (Mayor, Congressman, Senators, CVB/DMO President/CEO, local American Legion, etc.) • The CVB/DMO will provide in its bid a suggested venue, preferably in the convention center, but not limited to a musical/symphony hall within one block of the convention facilities for The American Legion’s annual Band Contest. This contest is conducted on Saturday of the National Convention from 1:00PM - 5:00PM. The main hall must have seating for 500 spectators and up to 100 band members on a permanent stage or a stage at least 36’x40’. Additionally, this hall must have at least three (3) separate rooms, which may be used for warm-up rooms during the contest. These rooms must be far enough away, so the practicing music does not carry over to the main contest room. It must also be available on Friday night between 5:00PM

Oklahoma City is pleased to offer The American Legion the following concessions and values for their 2028 National Convention. These concessions are negotiable and additional concessions, not listed, may be requested and are subject to approval. REQUIRED CONCESSIONS PER RFP, CVB APPROVED: • The CVB/DMO will assist the host Convention Corporation in sponsoring a 10x10 exhibit booth at The American Legion National Convention prior to the year that the convention will be held in your city. • The CVB/DMO will grant permission to The American Legion for use of their photo library to promote the upcoming convention. • The CVB/DMO agrees to send motivational materials (800 copies) to The American Legion’s legislative conference, in February/March preceding their convention, to encourage and promote attendance for the national convention in their city in August. • The CVB/DMO will provide a complimentary promotional video that The American Legion may use to promote the upcoming convention. The use of these media will be coordinated between the Bureau and TAL NC&MO. • The CVB/DMO agrees to advertise with The American Legion Magazine & in the Convention Program during the year prior and if needed, during said convention. These advertisements, including the Convention Program, shall be at the minimum of $20,000.00.

Please see Appendix O for non-convention center suggestions • The CVB/DMO agrees that it will solicit the approval of The American Legion National Convention Director or a designated representative before filing a final report with Destination International – DI. The CVB/DMO agrees to provide the final DI Event Impact Calculator report to The American Legion’s Director of Convention & Meetings. This final report will also need to include the number of Jobs Supported while our Convention was in the city. • The CVB/DMO agrees that it will work with TAL NC&MO for all branding policies. • Currently the are no definite conventions before, after, or during the proposed dates for the 2028 National Convention. There is currently one tentative group over the dates August 22-26, 2028. This an annual group and we can be flexible should American Legion selected this date pattern • Yes, Oklahoma City has both and Emergency Operations Plan and a Hazard Mitigation Plan. The Emergency Operations Plan can be found in Appendix J • Emergency Operation Plan: https://www.okc.gov/home/ showpublisheddocument/28487/637 901896715300000 • Hazard Mitigation Plan: https://www.okc. gov/home/showpublisheddocument/9754/ 636451458433470000 • The CVB/DMO must provide The American Legion with updated certificates of insurance for the convention center and hotels serving as headquarters hotels should they be recommended to host the National Convention. See Appendices L-M for current COI documents. • The CVB/DMO will send one final bid book, along with the Hotel Grid Sheet, to TAL NC& MO, two weeks after the site visit has been conducted. Both a hard copy and an electronic copy are required. This organized bid book will also need to include, in the front, a final comprehensive list (one stop shop) of all values and bid enhancements, if any, on the CVB/ DMO’s official letterhead. • The CVB/DMO, if awarded the National Convention, will wait to announce/send press release until approval from TAL NC&MO. Additionally, the CVB/DMO will agree to sign a letter outlining the terms as presented in the final revised bid and presentation.

ADDITIONAL CONCESSIONS: • All costs associated for site visit for the CC Chairman and TAL NC&MO. (value TBD) • Provide complimentary streetcar passes for each attendee for peak show dates, Friday- Wednesday. We will work with EMBARK to ensure routes and schedules align with your conferences programming. EMBARK streetcar is ADA compliant and services the core of downtown and Bricktown hotels, attractions, dining and convention center. (value $144,000) • Admission for each attendee in OKC National Memorial and Museum located in downtown. Memorial and Museum is accessible via the Streetcar from area hotels. (value $104,000) • Provide an Oklahoma keynote speaker for general session or meal functions (value $6,000) • Provide city ambassadors/wayfinders around the city to welcome and direct guests during arrival, departure and peak programming times. (value $10,000) • Provide VIP welcome gifts for board members, speakers or special guests, number to be determined and agreed to by TAL NC&MO and OKC CVB • Produce digital welcome signage in Bricktown and at the airport • Provide a customized flyer for our Discover OKC Discount Program. This program provides discounts for your attendees to local restaurants and businesses in the downtown area • Send out convention alerts to our industry partners before your event • Setup and customize a micro-website tailored to your specific event
