G. Projects involving any of the following shall not be exempt:
i. Expansion of the number of parking spaces by more than 10;
ii. Enlargement of the site land area;
iii. Development activities that require new or modified stormwater management facilities;
iv. All new roadways and streets;
v. Development activities that require extension of public utility lines; or,
vi. Where a project is proposed to convert a residential dwelling to a non- residential use, the project shall be submitted for site plan review in conformance with all applicable standards, including dedication of required-right-of-way, but shall not be required to install thoroughfare improvements, unless warranted by a Traffic Impact Analysis or determined necessary by the Planning Director, Engineering Director, or Fire Chief to meet minimum access or other safety requirements. (8) Expansion, Repair or Reuse . A site plan approval shall be required for any expansion, repair or reuse of existing buildings, structures, or new nonresidential project, which shall require thoroughfare improvements and right-of-way dedication. A. Minor Modification. Thoroughfare improvements are not required for the expansion or modification of an existing nonresidential project of 50% or less of the existing building footprint, not to exceed 20,000 square feet, except that right-of-way dedication of any thoroughfares shall be required. Subsequent building expansions shall be considered cumulatively, and the original building footprint shall be considered for purposes of calculating the 50% expansion. Demolition with reconstruction of any building or structure or portion of any building or structure will consider all new and reconstructed building and structure area in calculating the area of the modification.
B. Major Modification . Expansion or modification of an existing development not meeting the allowances for a Minor Modification, shall submit a site plan and
