minimum standards established by this Article at a cost not in excess of 50 percent (50%) of its value, as determined by finding of the Inspector.

(18) DIRECT CURRENT (DC) FAST CHARGING (DCFC OR DC FAST CHARGING) SPACE. A designated parking space that provides one (1) high-powered 480-volt circuit station for servicing electric vehicles. These spaces shall be EV-Installed at the time of parking lot operation.

(19) DISCHARGE POINT (Stormwater Management) (Erosion & Sedimentation Control). The term defining the point at which stormwater runoff leaves a tract of land.

(20) DISCHARGING LANDFILL (Watershed Protection). The term defining a facility with liners, monitoring equipment, and other measures to detect and/or prevent leachate from entering the environment and in which the leachate is treated on site and discharged to a receiving stream. (21) DISMANTLED VEHICLE. The term defining any vehicle or principal vehicle that cannot be self-propelled or operated in the manner in which it was originally intended to operate, or is either wrecked, crushed, dismantled, partially dismantled, unable to be driven on a public street under its own power, or is under repair. (22) DISPOSAL (Flood Damage Prevention). As defined in the North Carolina General Statutes §130A-290 (a) (6), it is the discharge, deposit, injection, pumping, spilling, leaking, or placing of any solid waste into or on any land or water so that the solid waste or any constituted part of the solid waste may enter the environment or be emitted into the air or discharged into any waters, including groundwater. (23) DISTILLERY. An industrial use and facility for the distillation of liquor, primarily manufacturing such beverages, and which may or may not include accessory uses on the site, and which produces more than 15,000 barrels per year.

(24) DIVISION (Stormwater Management) . The Division of Water Resources in the Department.

(25) DOMESTIC ANIMALS. An animal that is tame or domesticated and not normally found in the wild, and adopted or raised by humans to live and for companionship in or about the habitation of humans and is dependent on humans for food and shelter, including but not limited to, dogs, cats, birds, rabbits, hamsters, mice, turtles, fish and the like. This definition does not include farm animals, including but not limited to, goats, sheep,
