parking space, and the installation of raceways, both underground and surface mounted, to support the electric vehicle supply equipment.
(21) EV-INSTALLED SPACE . A designated parking space made ready to charge electric vehicles from day one of parking lot operation with a Level 2 or greater EVSE.
(22) EV-READY SPACE . A designated parking space that provides one (1) minimum Level 2 electric vehicle supply equipment (EVSE) servicing electric vehicles (EVs). The circuit shall terminate at a receptacle, junction box, or an EVSE, and shall be near the proposed location of the EV parking spaces. The circuit shall have no other outlets. The service panel shall include an overcurrent protective device and provide sufficient capacity and space to accommodate the circuit and overcurrent protective device and be located near the proposed location of the EV parking spaces. (23) EVIDENCE OF VACANCY. Any aesthetic condition that, on its own or combined with other conditions present, would lead a reasonable person to believe that the property is vacant. (24) EVIDENTIARY HEARING. A hearing to gather competent, material, and substantial evidence in order to make findings for a quasi-judicial decision required by a developmental regulation as defined in N.C. Gen. Stat. Chapter 160D. Also referred to as a QUASI-JUDICIAL DECISION . (25) EXISTING BUILDING AND EXISTING STRUCTURE (Flood Damage Prevention). The term defining any building and/or structure for which the “start of construction” commenced before November 1, 1978, the initial effective date of the floodplain management regulations adopted by the community. (26) EXISTING DEVELOPMENT (Watershed Protection). The term defining those projects that are built or those projects that, at a minimum, had established a vested right under North Carolina zoning law as of the effective date of the watershed protection regulations based on at least one (1) of the following criteria:
A. Substantial expenditures of resources (time, labor, money) based on a good-faith reliance upon having received a valid local government approval to proceed with the project; or,
B. Having an outstanding valid building permit as authorized by North Carolina General Statutes §160D-108.1; or,
