(11) OPENABLE AREA (Minimum Housing). The term defining that part of a window or door which is available for unobstructed ventilation and which opens directly to the outdoors.

(12) OPERATOR (Building ). The term defining any person who has charge, care, or control of a nonresidential building or structure, or part thereof.

(13) OPERATOR (Minimum Housing) . The term defining any person who has charge, care or control of a building or part thereof, in which dwelling units or rooming units are let.

(14) OUTBUILDING . The term defining an accessory structure, generally located towards the rear of the same lot as the principal building and in accordance with the provisions of the Land Development Ordinance. (15) OUTDOOR PERFORMANCE AREA. The term defining an area permanently dedicated to the public presentation of music, dance, theater, media arts, storytelling, oratory, or other performing arts, whether publicly or privately owned, including but not limited to, amphitheaters and similar open or semi-enclosed structures. (16) OUTDOOR RECREATION. The term defining a commercial recreation premises consisting of woodland, water courses, and fields used for passive and active recreational activities wholly outdoors, including but not limited to athletic fields, miniature golf, golf course, skateboard park, swimming, and other therapeutic facilities, tennis, handball, basketball courts, batting cages, firing range, paintball, amusement parks and similar uses.

(17) OUTFALL (Stormwater Management). A point at which stormwater (1) enters surface water or (2) exits the property of a particular owner.

(18) OUTPARCEL . A portion of land in a subdivision, shopping center, or other development which does not contain the primary building or buildings associated with the development, and which is intended for development of one (1) or more smaller independent buildings usually located adjacent to a development's street frontage. Such outparcels are typically smaller than the parent parcel and may not be contiguous to the parcel containing the primary building or buildings. (19) OUTPATIENT TREATMENT FACILITY. The term defining establishments engaged in assisting individuals that have completed surgery, or released from a hospital, but need further recovery time outside a hospital environment. This term includes an ancillary medical facility or residential treatment facility as regulated in this Ordinance.
