iii. Maintenance . Maintenance of the common area shall be established through a set of covenants or under the purview of a general homeowners’ association, as provided herein.
iv. Parking areas, required setbacks, private open space, and driveways do not qualify as common area.
E. Cross-Access Easement . Ingress and egress to the cottage units shall be provided through a private cross-access easement in accordance with the following standards:
i. Curb & Gutter . Construction of curb and gutter is required.
ii. Sidewalks. Sidewalks shall be provided along the public right-of-way and connecting each unit to each other and to the central common area. The preferred design is for sidewalks that separate the central common open space from the private or semi-private yard between the central common open space and the cottage dwelling. iii. Restrictive Covenants. Restrictive covenants shall be established for cottage home developments to include provisions for maintenance and responsibility of common areas and the required cross-access easement, as provided herein.
F. Utilities . Public or private utilities are required in accordance with the Town’s Standard Specifications & Construction Details.
G. Architectural Design. All cottage dwelling units shall include the following architectural elements:
i. A covered porch over the main entry to provide a transition from the interior private residential space to the semi-public outdoor space. Covered porches shall be usable in both design and dimensions, with a floor area measuring at least seventy-five (75) square feet in area with no dimension of less than five (5) feet.
ii. Windows shall be provided on all elevations. All windows shall utilize window trim and/or shutters.
