Past President Jerry Carter inducted into Texas Housing Hall of Honor
Dallas BA’s Industry Investors for 2022
Jerry Carter of Jerry Carter Homes was inducted late last month into the Texas Housing Hall of Honor during ceremonies held in Austin. He was the only Hall of Honor inductee for 2022. Carter joined the Dallas BA in 1976 and continues to serve in numer- ous capacities, including as president in 1999. In 1997 he was honored with the Hugh Prather Trophy, the highest honor bestowed by the Association. He chaired Garland’s Building Codes Board, which was responsible for establishing a comprehensive residential development ordinance that addressed the negative effects of expansive soils. During the city’s major growth years, Jerry helped create one of the first resi - dential energy codes in the state. Jerry served as president of the Texas Association of Builders in 2007 and helped guide TAB through a chal- lenging time during the onset of the Great Recession. He chaired TAB’s Building Stan- dards Task Force to develop and pass HB 730, which created the Texas Residential Construction Commission. These include categories for custom builders: Best Interior De- sign, Best Kitchen, Best Architectural Design - Modern, Traditional and Tran- sitional and Custom Builder of the Year. Several remodeling categories have also been added: Best Addition, Best Kitchen Remodel, Best Bathroom Remodel Best Whole House Remodel and Remodeler of the Year. Other awards categories will be in the areas of Professional Achievement; Marketing, Advertising, Signage, On- line; Interior Merchandising; Design, Home/Builder/Developer and Com- munity of the Year. Jerry was honored in 2004 with TAB’s J.B. Sandlin Builder of the Year award. Carter also helped develop an “Al- ternate Prescriptive Energy Code Table” in 2003, TAB’s Stormwater Compliance Training Program in 2004 (the first of its kind collaboration between the Environ- ment Protection Agency, the Texas As- sociation of Builders, and the National Association of Home Builders), and “Right to Repair” legislation in 2004. Jerry has provided impactful and meaningful contributions throughout the decades. He continues to serve on a national level as well. He has been a long serving member of NAHB’s Resolutions Committee and State and Local Government Affairs Committee (SLGA). The SLGA Committee has provided financial assistance to count - less HBAs across the nation. Over the years, Jerry has been a staunch defender of the fund. The prestigious McSAM Award is given to volume builders, develop- ers and associates who have made a significant and creative contribution in residential marketing through spe- cific achievements during the past 12 months.

Dallas BA Past President Jerry Carter was inducted into the Texas Housing Hall of Honor (see story, above) and TAB presented five “Of the Year” awards at the prestigious Excellence in Leadership Dinner on Nov. 17. As TAB president, Evans’s duties require commit- ment, energy, enthusiasm and a willingness to expand one’s leadership abilities. The senior officers are the core leaders of TAB, charged with upholding TAB’s bylaws and policies.

The spring city council elections will be just as important. Changes in regulations can be detrimental to your business. A contribution to HOMEPAC is an in- vestment in the future of the industry. Participation is open to all Association members. Another big opportunity for mem- ber participation will be March 29, as Dallas BA holds its portion of TAB’s statewide grassroots day at the State Capitol. Rally Day will see many HBA members visit with legislators during the heart of the upcoming legislative session. And the Dallas BA contingent is traditionally one of the strongest in attendance. After the pandemic limited attendance in 2021, Dallas BA will hope to be in full force. Dallas BA members have the opportunity to visit the Texas Capitol in Austin to meet with our ser- vice area’s State Senators and Repre- sentatives in the Texas Legislature and impress upon them the economic benefit home building brings to Texas, and the need for a regulatory environment that protects the availability of housing.
hope you are enjoying the holiday sea- son, there are several major advocacy items that will begin to ramp up at the turn of the year, and all provide oppor- tunities for member participation. As we have reported previously, the City of Denton is in discussions regarding updates to the city’s roadway impact fees. At the publishing of this column, Dallas BA is preparing to re- view the city’s impact fee study, a report that is needed to show the city’s justifica - tion for any changes to the existing fees. That report will be available sometime before a Dec. 6 update to City Council. However, Dallas BA has been afforded the opportunity to view other updates provided by city staff. Those who are familiar with impact fees may understand that the actual fees assessed per are based on a percentage of what state law recognizes as a maxi- mum allowed assessable fee. Dallas BA has already made it known to key City Council members that we are concerned about an estimate that shows the maxi- mum allowed assessable fee could more than double. As Denton moves forward with the public hearing process, which could see final City Council approval and adoption of any updates to fees occur by mid to late January, it will be important for our industry to continue to point out the impact fee increases have on housing attainability. Members who develop and build in Denton are encouraged to contact me with any questions and concerns. I can always be reached via e-mail at David.Lehde@DallasBuild- ers.com. City Council is expected to set the public hearing date on the roadway impact fee during its Dec. 6 meeting. While we have just come through one of the more active Fall election seasons in recent years, and NAHB, TAB and Dallas BA had a good night in relation to builder supported candidates getting the approval of the voting public, at the local level there is little time to celebrate. Spring of 2023 brings with it a round of elections in municipalities throughout the Dallas BA service area. Dallas, Denton, Fate, Frisco, Pros- per and other cities will have Council seats up for election. Filing for those seats occurs in January. It will be im- portant that regulatory impacts on home building be in the mind of all those run- ning for office. And this provides a great opportunity for Association members to participate. HOMEPAC of Greater Dallas, the non-partisan political action committee made up of members of the Dallas BA,
A big question we always get about Rally Day is what if a person is not comfortable speaking in that type of meeting? We will place members who have experience in these types of meetings with each group. However, there is strength in numbers. So, you have an impact by just being there and showing our legislators that the deci- sions in Austin affect real businesses and people. We have found that as the meetings proceed, most members find that they have something to offer and feel comfortable to relay that needed input of the Representative or Senator. Plus, it is a fun time to visit with other Association members. Partnerships are available and needed to make Rally Day a success. Information will be available soon regarding partner levels and participant registration. Member participation has always been a major factor in our advocacy successes. Our area’s elected officials know they can call on Phil Crone and myself to offer our industry’s concerns and recommendations. However, they need to hear from our members who are the experts in the field. Dallas housing market will surge in 2024, says NAHB Economist Rob Dietz at Dallas BA State of the Industry Summit

By April Towery The country is already in the midst of a “mild recession,” but local job growth is outstanding and inflation has peaked, an economist told Dallas build- ers last week. Dr. Rob Dietz gave an economic outlook at the Dallas BA’s State of the Industry event, presented Nov. 10 in partnership with Hotchkiss Insurance Agency. Program partner was West Fraser. National Association of Home Builders Chief Economist Rob Dietz emphasized that next year is going to be difficult, but 2024 will be a year of housing rebound and stabilization of home prices. The U.S. economy is now expe- riencing a labor shortage that began in the construction industry — so local builders already have dealt with and adjusted to the brunt of the declining economy, he said. Dietz joined expert panelists in- cluding NAHB Vice President for Government Affairs Lake Coulson and Texas Association of Builders Executive Vice President Scott Norman for the discussion at the Dallas Builders As- sociation State of the Industry summit. Dallas BA Executive Officer Phil Crone acknowledged that what’s hap- pening across the nation affects the Dallas-Fort Worth market. “We’ve got a lot of things working in our favor with the strength of the mar- ket here in Texas and specifically here in this region, but regardless of that, the things that are happening nationally will [impact] and have impacted this area,” Crone said. Dallas Housing Market Numbers Dallas has solid job growth num- bers, the best Dietz has seen all year, the economist said. “The economies that did better during COVID in terms of good policy- making have benefited in terms of jobs,” Dietz said. “The Dallas numbers are just absolutely outstanding.” The labor force participation rate for men was 86 percent prior to World War II, but the nation has since expe- rienced decades of failures in policy, social, and educational arenas, Dietz added. “The result is this ongoing decline such that we’re now down to a 66 percent labor force participation rate. We are failing our nation’s boys and it’s clear in this data,” he said. “It’s no mystery why the labor shortage is the

Housing affordability continues to decline, but that’s no surprise to Dallas builders. “Communities that have the abil- ity to have housing are going to be the ones that grow the fastest in this coming downturn,” Dietz said. “That’s a message that’s been well-received in the South. In the Northeast, they don’t get it yet. They’re losing population to cover that. There are high regulatory costs and an inability to have housing thrive. There’s an interesting geographic effect that’s occurring in the U.S. economy, particularly as you come out of COVID.” Prevailing rents are 15 to 20 per- cent higher than they were a year ago, Dietz explained. Rents are higher be- cause there isn’t enough housing stock. “Single-family construction is de- clining for the first time this year since 2011,” he said. “We think multifamily will decline next year. It continues to be strong. We think remodeling will perform the best during this cyclical downturn due to some factors connected to the fact that people are going to move with less frequency.” Home prices will fall about 10

The good news for markets like Dallas is the popu- lation growth rates are outstanding.” Dietz’s research is posted at the NAHB’s Eye on Housing site. Recession Fears Interest rates surged early this year, but the recession Dietz predicts will not be a repeat of 2007. The only reason academics haven’t called it a recession yet is that jobs are still being added. “The academics who make the official call of this want to see a rising unemployment rate,” Dietz said. “My response to that is, ‘Just wait. It’s com- ing.’ It’s going to be lagged because we’re still adding jobs from having lost jobs during the COVID recession.” Inflation is the reason the Federal Reserve is tightening monetary policy, the economist explained. The Fed can’t address those chal- lenges; that’s a supply-side matter, the economist explained.

Services are pending for Mary Frances Burleson, former CEO of Ebby Halliday Realtors, who died Nov. 27 at age 87. The firm has been a member of the Dallas BA since 1977. Burleson helped expand the firm to 1,700 agents in 35 offices across three brands, making it the largest independent residential real estate brokerage in Texas and the 10th largest in the nation. Association Accomplishment of the Year The Dallas BA was awarded As- sociation Accomplishment of the Year for its successful Rebuilding Better
Together Campaign to rebuild Associa- tion headquarters after it suffered cata - strophic damages caused by a broken pipe during DFW’s historic winter storm in 2021. The Association was faced with a test of perseverance and fortitude when slow insurance funding, supply chain delays and enormous mitigation work delayed the rebuilding process. The Dallas BA took this opportu- nity to modernize and update facilities to 21st century standards, creating a quarter of a million-dollar fundraising campaign to fund the updates. Video programing was a key component to the effort to engage and educat members as well as raise funds. The members of the Association donated over $180,000 and $60,000 in goods and services to the office modernization portion of the reconstruction. This fundraising endeavor has al- ready received accolades from NAHB. During this time, the Association also grew their membership while being displaced in a remote working envi- ronment. Associate of the Year Great American Insurance Com- pany, which is active in a number of local associations, has been a member of the Dallas BA since 2004. For decades, the company has offered the builders in Texas an essential service while provid- ing TAB a constant revenue stream. While their program and business relationship with TAB has evolved in recent years, their commitment and sup- port has been unwavering. The non-dues revenue from their program has grown double digits this year. They are a long- time Sunbelt Builder Show participant and one of the Show’s largest sponsors.
