AUTHORITY OF TRIBAL GOVERNMENTS
• The establishment of Regulatory Agencies comes within the inherent governmental authority of tribal governments • With respect to gaming, the Indian Gaming Regulatory Act (IGRA) mandates that a tribal governments must provide an adequate system for the licensing of tribal gaming activities. 25 U.S.C § 2710 (b)(F).
