Henry Chairman, History Department, BIOLA College Graft in Moscow Sweeping charges, including graft and the misuse of state funds to build country houses, have been leveled at officials of the Agriculture Ministry and other executives in Russia. The charges were made in a recent article in the Communist party organ Pravda by Georgi V. Yenyutin, head of the powerful State Control Commission. Mr. Yenyutin charged that some Agriculture ministry officials had been found to have squandered more than a million rubles in state funds to fix up their own country estates. He said they also had “misused their office” to buy ready-cut logs and other material for new homes at reduced rates from enterprise under their charge. All of which is proof that a utopian society has not been achieved in Russia. Admission of such graft is, in reality a denial of the Marxian philosophy of Stat£ Socialism. F.B.I. Chief Fears Communist Revival J. Edgar Hoover said recently that American “ blindness and lethargy” about the threat raised by subversive organizations had reached dangerous proportions by the end of 1959. The Director of the Federal Bureau of Investigation said in his year-end report that this had been largely re­ sponsible for the “ optimism and con­ fidence” that spread through the Com­ munist party and other subversive groups in recent months. Pro-Soviet elements further strengthened their hold on the party’s reins at the na­ tional Communist convention in New York City last December. Mr. Hoover stated that among those elected to top positions was an ex-convict who “ has openly testified that he preferred an America with a Soviet government.” Church and State Issue is Raised in New Jersey The Jersey City Association for Separation of Church and State has filed suit to block a $550,000 city bond issue for medical and dental labora­ tories for Seton Hall University, a Roman Catholic institution. The attor­ ney for the association said that the Jersey City Ordinance setting up the bond issue violated the separation of church and state. The money is to be used at the University’s medical and

dental schools in the Jersey City Medical Center, which is city-owned. The suit asks the court to rule the ordinance invalid and to restrain the project pending a ruling. The Associa­ tion said in a statement: “ The use of these public funds constitutes a viola­ tion of the New Jersey Constitution, which prevents the use of public credit for private use. And it is against the United States Constitution, which is very clear on the principles of the separation of church and state. Such ordinances should be immediately de­ clared invalid.” Vicious Crime up 7% in Nation Vicious crimes such as murder, rape, stabbings, and violent assault are increasing, J. Edgar Hoover re­ ported recently. Mr. Hoover stated that such crimes rose 7 per cent in the first nine months of 1959, although over-all crime figures decreased 1 per cent for the same period. With figures reported by cities of more than 25,000 population, murder showed an in­ crease of 4 per cent, forcible rape 5 per cent, and aggravated assault 7 per­ cent. Only a decrease in “ crimes against property,” such as larcenies, burglaries, and auto thefts, offset the increase in “ crimes against persons,” Mr. Hoover said. Poland Tightens Reins on Writers Polish Communist party a n d Government officials were reported re­ cently to have made it clear to the Polish Writers Union that authors must again submit to strict political controls and be propagandists for the regime. The party’s and the Government’s determination to “ politically coordin­ ate” Poland’s writers was signified re­ cently by Deputy Premier Piotr Jaros- zewicz, publisher of Noza Kulturea, a literary review, at the Congress of the Polish Writers Union. Mr. Jaros- zewicz told the authors they must “ en­ list as propagandists” for the regime.
