Fort Worth Police Department Strategic Plan

Returning to beats : FWPD has returned to the beat concept. Permanently assigned beats establish “beat integrity”, which is the ownership of an assigned area, familiarizes beat officers with residents, business owners, crime trends, and facilitates greater information sharing with officers assigned to that beat on different days and during different shifts. Patrol All Call : The All Call broadcast is a function implemented by Chief Fitzgerald that did not previously exist within the department. The All Call provides officers in all divisions with pertinent radio broadcasts regarding serious events that have the potential to expand beyond their geographic point of origin. The All Call both streamlines broadcast information without the need for duplication and increases officer safety. Previously officers in different divisions, but only streets apart, would not receive relevant crime in progress or suspect based information via radio, but only over their mobile data computer. Oftentimes, this deficiency meant a low likelihood of transmission of critical information if an officer was away from the vehicle, or a dispatcher failed to notify adjacent divisions of the crime. The All Call also facilitates the response of, and instrumental to, officers/detectives who do not routinely have access to mobile data computers to respond to crimes. HR Tracking : All available on-duty and off duty personnel are reported to police communications by a supervisor or commander at the beginning of each shift or tour. This digital assignment sheet includes administrative and investigative personnel. Prior to this change, only uniformed front line personnel were available to dispatch for service. In addition, off-duty officers working secondary employment in a security capacity are now required to notify the Communications Division over the radio when they begin and end their secondary employment. Traffic Unit Accident Response : Personnel assigned to the Traffic Division have primary responsibility for responding to accidents on freeways, highways, and tollways. This change allows patrol personnel to remain in-service and available for pending calls for service, and preventive patrols on their particular beats. Improved Total Response : All officers, including those who hold supervisory, command level ranks, and in the past made primarily responsible for administrative duties, are accountable for monitoring their police radios and responding to dispatched calls for service. Since this implementation, more sergeants, lieutenants, and command level staff have been available in the field, and have responded to dispatched calls for service as well as increased self-initiated proactive police activities.
