Personnel Assessment Methods and Staffing Models

Per Capita The per capita method is a simple, unscientific tool to compare sworn staffing levels to other jurisdictions. The per capita method is not used in this plan to determine personnel levels. The per capita information below is provided as information only. The ratio of FWPD sworn personnel to the Fort Worth population is 2.0 officers per 1,000 population. In order to provide the proper context, Figure 3.3 includes the ratio of sworn personnel to population and sworn personnel per square mile in large cities (500,000 population or more). The average among these cities is 2.8 officers per 1,000 population, which is higher than FWPD’s ratio of 2.0 officers per 1,000, but each city has unique characteristics, which may differ from Fort Worth.
