International Association of Chiefs of Police (IACP)

The International Association of Chiefs of Police (IACP) developed an equation to calculate patrol division staffing needs based on the actual or estimated complaint (or incident experience) in the community. This method uses total time spent by a policing agency on calls for service and calculates total officers needed by reserving a third of an officer’s time to handling calls for service and committing the remaining two-thirds to proactive activities. Using this method, 779 patrol officers and 104 sergeants are required.

IACP Formula

Calls for service x average service time per call x 3(to account for allocation of 1/3rd of officer’s time for reactive activities and 2/3rds for proactive activities) x 1.84 (this is the relief factor to account for days off, holidays, vacation, sick time, training, etc.) / 2920 (hours needed to staff one patrol element for one year).

Beat Coverage Calculation

One of the operational improvements FWPD made is the January 2016 return to a beat policing concept for patrol officers. This method supports the community policing philosophy by increasing accountability and ownership, as officers’ assignments become smaller, more manageable geographic areas.
