Without help from these departments, many problems could go unresolved. This valuable program has proven its worth many times over and the City of Fort Worth and its citizens derive tremendous benefits from great working relationships.

Leveraging Project The vision and purpose of a new initiative titled the Leveraging Project is to enhance the quality of life in multifamily communities through the tailored application of social, economic, and community policing services. Potential community partners with the Fort Worth Police Department include the Fort Worth Independent School District, Tarrant County College, Texas Wesleyan University, the United Way of Tarrant County, Catholic Charities of Fort Worth, Workforce Solutions for Tarrant County, Tarrant Area Food Bank, and several other community

stakeholders. All of the partners leverage their resources to improve multifamily communities. FWPD is currently working on a Memorandum of Understanding (MOU) between all partners to outline roles and responsibilities for the project. For the project to be successful, it will require identifying a coordinator and caseworkers to implement each phase, which the MOU will outline.

The Leveraging Project will be implemented in the following three phases.

Phase 1: Community Selection, COPS, Launch Party

Phase 1 begins with the selection of a multifamily community in an area experiencing high violent crime offenses. These areas can benefit from concentrated social and economic services offered by the project’s partners. After the selection, the next step is to create a new Citizens on Patrol (COPS) group to represent the selected multifamily community. In the past, COPS primarily existed only within single-family neighborhoods. Some residents living in apartment communities may only be there temporarily, so it could be challenging to maintain long-term COPS members. To increase COPS participation, incentives such as rent reductions, free cable, or other financial incentives could be offered by apartment management. Initial entry into the selected apartment community begins with a launch party. At the launch party, FWPD will begin recruiting members for the COPS group within the selected apartment community. Social, education, and employment service providers will be on-site to initiate resident surveys to determine service needs of the individual families, and will have personnel available to route those needs accordingly and immediately. Those families not surveyed at the launch party will be contacted through door-to door surveys conducted in the weeks following the launch party. It is expected that the survey data will be compiled by Texas Wesleyan University researchers and then routed to an appropriate service provider.
