Balance Average Time Consumed by Calls for Service. In the short term, the FWPD should seek to balance the calls-for-service (CFS) workload among the five divisions, so that each averages 55% time consumed by calls for service. This would require adding 20 officers to Central and three to North and subtracting three from East, four from West and 16 from South. After these moves, each division should reexamine the days off sequences and officers per shift to better balance the match of officers to the amount of time consumed by calls for service. Add to Traffic Monthly Report. The Traffic Division should issue a monthly report which examines changes in the number and severity of crashes, citations and warnings issued for specific locations and violations, and the number general citations, warnings and violations. A key goal of this strategy should be driver behavioral modification so that traffic crashes are reduced. Add Traffic Crash Analyst. The primary focus of the Fort Worth Traffic Division should be on crash reduction and traffic flow improvement. To accomplish this, a traffic crash analyst position should be added to the division. Reducing crashes and abating congestion will require a robust analysis component, to determine specific strategies for reducing crashes by modifying specific driver behavior at frequent crash locations/corridors. Once high-crash locations have been identified and enforcement strategies have been articulated, the size of a specialized traffic component can be more readily determined. Add Detectives to Central, West, East, and South Divisions. The FWPD should consider adding five detectives to the unit and the total number of thorough investigations should be closely monitored for a 12 month period. If many cases still cannot be thoroughly investigated to the department should consider adding more detectives.
