Eliminate Gang Intelligence Unit. The FWPD should consider eliminating this unit, reassigning personnel elsewhere in the agency, and assigning responsibilities for tracking and disseminating gang related information to the Tactical Intelligence Division’s criminal intelligence analysts. Proactively monitoring and disseminating gang-related information does not require a sworn police officer. With proper training, civilian analysts can provide this same capability, often at a reduced cost. Fund Assignment/Specialty Pay for Current Examiners. The department should consider implementing and funding assignment/specialty pay for the current examiners in the unit. The department has invested a tremendous amount of time, money, training and equipment resources to ensure examiners have the tools they need to be highly skilled and proficient in what they do. Accordingly, assignment/specialty pay would provide a strong incentive when attempting to recruit and retain highly qualified staff. Consolidate Crime Scene Functions. The FWPD should consider providing additional space for the unit and consolidating crime scene functions in one facility. Facility locations for the unit are spread throughout several parts of the city. Consolidation of space would greatly improve unit efficiency. Rename ZT. The FWPD should consider renaming the Zero Tolerance Section to something that more clearly and accurately describes the section’s mission. The name “Zero Tolerance” does not clearly explain the purpose of the section and may elicit some negative connotations of police by some members of the community. One alternative name would be the “Crime Suppression Section.” Add SWAT Admin Support Position. The FWPD should consider funding a non-sworn administrative support position to handle the sections various administrative tasks. This would eliminate the need for an administrative corporal position, which could be better used in the section or redeployed elsewhere in the agency.
