Add ZT Civilian Support Position. The FWPD should consider staffing one civilian support position to oversee equipment inventory, training and various administrative reporting requirements. Currently, no such position exists, and the five teams need assistance in maintaining and tracking equipment, scheduling training, and handling routine administrative tasks. Add to Authorized Strength to Account for Recruits that Drop Out. The FWPD should consider obtaining the authority to hire above the current authorized funding level to compensate for the four to five recruits who routinely drop out of the training academy each session. At the current rate of hiring, the department is not keeping up with filling sworn positions that are vacated through attrition. The department has lost an average of 50 officers per year for the past two years as a result of attrition. Ensure Diverse Recruitment Plan. The FWPD should ensure its recruitment plan outlines the steps that must be taken to achieve the goal of having a sworn workforce that is representative of the diverse population of the City of Fort Worth. The recruitment plan should be reasonable and obtainable with action steps. The FWPD should consider the deployment of temporary property and evidence storage lockers at various police stations throughout the city, particularly the furthermost stations from the centralized property and evidence facility. While the current property and evidence building is in close proximity to Central and East Patrol Divisions, areas deep in the South, West and North Divisions can add an hour to a patrol call. Although this recommendation would require additional non-sworn property control technicians to have to pick up property and evidence on a daily basis, this strategy has several advantages. It allows the department to provide quality service at a lower cost, as the cost of a non-sworn staff member is typically less than that of a sworn one. It frees up time for sworn officers to perform essential patrol and other related tasks. It also takes advantage of non-sworn staff, who often have skills that are more appropriate for the immediate task. Temporary Property and Evidence Storage Lockers.
