Shorten Investigative Report Time. The FWPD should consider shortening the time when investigative reports must be completed to within a 30 to 45 day timeframe. Move Program Support Division to ASC. The FWPD should move the Program Support Division to the Administration Support Command. The move would streamline information and coordinate or consolidate similar functions. The Program Support Division manager should report directly to the Administration Support Command’s police assistant director. Assign Communications and Training to Operational Command. The FWPD should assign the Communication and Training Divisions to the Operational Command. The Background Unit, Recruiting Unit, and Explorer Program could then be reassigned under the command of the Training Division with their respective sergeants reporting to a Training Division lieutenant instead of a deputy chief. between Employment Services and City HR. The FWPD should meet with the city’s Human Resources director and discuss the disparity of workload between city agencies. In addition, the FWPD should request human resources positions assigned to smaller city functions be evaluated for re-assignment to the FWPD Employment Services Section. Instead of hiring additional personnel for the FWPD, looking internally at other city agencies is the most cost-effective method to increase staffing where needed. Ensure DRU Vacancies are High Priority Hiring. The FWPD should ensure the nine unit vacancies are given a high priority in the hiring and background process. It is not uncommon for police agencies to place a greater emphasis on filling sworn positions and giving a lower priority to filling non- sworn positions. However, due to the high turnover rate and backlog of reports, a case can be made for elevating these non-sworn positions to a higher priority level. Determine Disparities
