Overtime Analysis and Approval Process. Once the department has fully moved over to its new PeopleSoft software system and one year’s worth of data has been collected, it should conduct a thorough review of departmental use of overtime by district and shift. This analysis will provide the department with additional valuable data regarding the driving factors of overtime use. Overtime should be approved at the first-line supervisor’s level. Compared to a central authority, a first-line supervisor is better able to make an informed decision if a particular employee needs to incur overtime. DRU Technicians. The FWPD should initiate a job classification study review of the DRU technicians. With a turnover rate of over 50%, factors such as pay and shift work should be reviewed to determine the appropriate level of employee compensation. It takes approximately 4-6 weeks of training for new technicians to become proficient in learning elements of a crime and the functionality of the record management system and the online reporting system. Add Full-Time Electronic Technician to Fleet Services. The FWPD should consider adding one more full-time electronic technician and attempt to eliminate the use of part-time technical support. Considering the cost difference to be minimal, the department may be better served with one full-time fully- capable and skilled employee as opposed to two or more part-time employees who can perform only less complex tasks. Replace Two Recruit Instructors with Civilians. The FWPD should consider replacing two Recruit Unit instructors with civilian staff members specially trained and educated in the area of control tactics or physical fitness. These are areas where former law enforcement or military experts could be utilized in the academy setting, and sworn officers could be redeployed to other areas of the department.
