Replace Three Sworn in Advanced Training Unit with Civilians. The FWPD should consider replacing at least three of its six sworn members in this unit with civilian staff members trained and educated in driver training, electronic control weapons, and/or scheduling of officers. Each of these positions could be replaced with qualified personnel allowing the sworn officers to be redeployed as needed.
