New Chair appointed to the Office of Tax Simplification 28 February 2019

Government has announced that Kathyrn Cearns will succeed Angela Knight as Chair of the Office of Tax Simplification (OTS) from 18 March.

Kathryn Cearns OBE will be the new Chair of the Office of Tax Simplification (OTS), commencing 18 March 2019. Kathryn succeeds Angela Knight CBE.

Kathryn will chair the OTS board and will lead the OTS as it shapes its strategy and priorities. Kathryn will direct engagement with HM Treasury, HMRC, ministers and Parliament.

Alongside the Tax Director, Bill Dodwell, she will provide independent advice to the Chancellor on simplifying the UK tax system for both businesses and individual taxpayers.

Kathryn joins the OTS with extensive senior level experience in both the public and private sectors, notably as Chair of the Financial Reporting Advisory Board to HM Treasury from 2010 to 2016 and Chair of ICAEW Financial Reporting Committee from 2008 to 2017.

Will tax simplification still be needed as technology advances? 28 February 2019

The Office of Tax Simplification has recommended that HMRC expand the current personal tax account to deliver better targeted guidance alongside looking at automatically enrolling all taxpayers into this service.

The Office of Tax Simplification (OTS) has published a discussion paper on the implications of using technology to simplify tax. It looks broadly at the challenges, as well as the opportunities, that emerging technologies pose.

The OTS is the independent adviser to government on simplifying the UK tax system, to: • make it easier for the taxpayer; • improve the experience of all who interact with the tax system; and • to reduce the administrative burden for all.

Technology is already being used by individuals and their agents to facilitate online completion of tax returns through HMRC’s programme of digitisation, Making Tax Digital. However, while technology can ease the process, it may also create a future risk for taxpayers, as easier completion will not remove the need for individuals and businesses to understand and comply with their tax obligations.
