Severe drought worry continues SouthNation River or one of its tributaries as part of their irrigation systems. Residences in these subwatersheds, which depend on wells for their water sources, may expe- rience extreme low-water or periodic dry well situations.

ROPE Squad alert for fugitive Residents in the Ottawa and Five Counties region are asked to keep alert for sightings of a possible fugitive. The Repeat Offender Parole Enforcement Squad (ROPE) issued an alert Sept. 16, on the disappearance of Mohamed Hersi, 29, wanted on a Canada-wide warrant for being unlawfully at large. Hersi was serving a sentence of two years and three months on convictions for break-and-enter, weapon assault, robbery, and forcible confinement. He is black, stands six-foot-one, weighs 209 pounds, has black hair, and wears prescription glasses. He is known to frequent the Ottawa and Toronto areas. Anyone seeing Hersi, knowing his whereabouts, or who may have information on him can call the ROPE Squad toll-free at 1-866-870-7673 (ROPE) or the CrimeStoppers toll-free confidential tips line at 1-800-222-8467. Level III means “severe drought condi- tions”, where the water level in that section of the SouthNation River and tributaries within the area can pose potential problems for both fish spawning habitats, and for neigh- bouring plant and tree growth.This can also spinoff into problems for some wildlife and waterfowl. It alsomay present problems for any adja- cent farmlands which depend on either the Thewater situation in two areas of the South Nation River watershed has not improved yet as the end of summer approaches. A severe drought alert remains in effect for the Bearbrook and Upper South Nation/ Spencerville areas. The SouthNation Conservation Authority (SNC) declared a level III drought condi- tion alert for the two subwatersheds earlier this month. The rest of the South Nation watershed remains at level II drought status as declared in July. Despite recent rainfall, water level condi- tions in both these subwatersheds remain at 30 per cent of the normal flow for this time of year. The rest of the South Nation watershed is at half its normal flow for the summer season. Current weather forecasts indicate no “significant rainfall” expected in the next couple of weeks. SNC staff have beenmaking the rounds of municipal council sessions in the Prescott- Russell region and other areas contained within the South Nation River watershed. Staff have explained how the SNCmonitors water level conditions and determines when to declare either a Level I, II or III low-water situation. Level I is a “mild” low-water situa- tion while Level II is “moderate”. The SNC does not have the authority to impose water use restrictions on residents

and business owners within the watershed, but it can and will advise voluntary water conservation measures when Level II or III conditions exist. Municipalities within the watershed can imposemandatory water-use restrictions if the councils decide they are

necessary. Residents should consult their local municipal office if water restrictions are in effect. The SNC has advice on redu- cing water use on its website at www.nation. on.ca.
