1. Goldie’s Act (H.R. 347) Transforms USDA Animal Care from education/compliance into severe punishment and penalties. Empowers activist complaints and threatens licensees without due process. Would change AWA enforcement so that inspectors must document all violations and remove the current distinction between “direct” (animal welfare) and “indirect” (paperwork/ recordkeeping) violations—effectively treating paperwork issues as direct violations under the AWA. Better CARE for Animals Act (H.R. 3112 / S. 1536) Shifts Animal Welfare Act enforcement away from USDA and into the Department of Justice. The ambiguous language of this legislation could be weaponized against compliant farmers, ranchers, breeders, and exhibitors based on activist claims, undermining lawful animal care practices. Urge Congress to OPPOSE Better CARE for Animals Act& Keep it OFF the Farm Bill https://mpba.short.gy/care 3. Animal Cruelty Enforcement Act (H.R. 1477) Federalizes animal cruelty enforcement, removing authority from the states. Opens the door to massive federal overreach. Prioritizes activist agendas instead of supporting lawful animal-related businesses. Urge Congress to OPPOSE Animal Cruelty Enforcement Act& Keep it OFF the Farm Bill https://mpba.short.gy/acea 4. Prevent All Soring Tactics (PAST) Act – H.R. 1684 Bans action devices, pads, and weighted shoes; extends regulations beyond Tennessee Walking Horses. Imposes strict penalties and presumes guilt before innocence.

The 2025 Farm Bill could potentially come up for a vote soon, and animal rights organizations are working overtime on Capitol Hill to quietly attach their agenda as amendments. These measures would impose new federal mandates, restrict lawful breeders and animal enterprises, and hand unprecedented power to activist groups. They threaten your animals, your livelihood, and your freedom to operate. A vote is expected soon because the previous Farm Bill expired on September 30, 2025. What remains uncertain is whether Congress will pass a full, new Farm Bill or opt for another short-term extension on the Agriculture Improvement Act of 2018 (the last full farm bill). Congressional leaders are actively negotiating a path forward to provide long-term certainty for America’s farmers, ranchers, and agricultural producers. As these negotiations continue, the risk of harmful animal rights driven amendments being quietly attached grows even higher. The Cavalry Group has been fighting to stop these amendments, but your voice is urgently needed right now. We need every member to email their U.S. Representative and Senators and tell them to oppose these dangerous bills outright and keep them OFF the Farm Bill.

Joe Neguse (D-CO), Rep. Juan Ciscomani (R-AZ), Rep. Steve Cohen (D-TN) Co-Sponsors: House 38 Committee: House Judiciary Committee Summary: Establishes an Animal Cruelty Crimes Section within the U.S. Department of Justice to coordinate enforcement of animal cruelty laws. Why We Oppose: Federalizes animal cruelty enforcement, which is best handled by states. Opens the door for federal overreach and prioritizes ideologically driven agendas that threaten lawful animal-related businesses Better Care for Animals Act – H.R.3112 / S.1538 Sponsors: Rep. Mike Quigley (D-IL) / Sen. Richard Blumenthal (D-CT) Co-Sponsors: House 136 – Senate 23 Committees: House Judiciary Committee / Senate Judiciary Committee Summary: Creates a new federal felony for causing “serious harm” to an animal under federal law using vague, undefined language.
