MUNICIPALITÉ DE RUSSELL / TOWNSHIP OF RUSSELL AVIS DE DÉBUT D’ÉTUDE ET CENTRE D’INFORMATION AU PUBLIC / NOTICE OF STUDY COMMENCEMENT AND PUBLIC INFORMATION CENTER ÉTUDE ENVIRONNEMENTALE DE LA CLASSE MUNICIPALE POUR L’INSTALLATION DES SERVICES PUBLICS DU PARC INDUSTRIEL DE L’AUTOROUTE 417 MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT STUDY OF HIGHWAY 417 INDUSTRIAL PARK WATER AND SANITARY SERVICING
Project Background The Township of Russell is undertaking a Schedule ‘B’ Class Environmental Assessment (Class EA) study for a project to provide municipal water and sanitary servicing to the Township’s Highway 417 Industrial Park and the City of Ottawa’s Vars Industrial Park. The study will be completed in accordance to the Municipal Class Environmental Assessment document (October 2000, as amended in 2007, 2011 and 2015). The Study Process
Contexte du projet La municipalité de Russell a entrepris une étude d’évaluation environnementale annexe B (classe EA) afin de fournir l’eau et les égouts municipaux au parc industriel de l’autoroute 417 de la municipalité et le parc industriel de la Ville d’Ottawa à Vars. L’étude sera menée conformément aux exigences définies dans le document de l’évaluation environnementale municipale de portée générale, publiée en (octobre 2000 et modifié en 2007, 2011 et 2015). The purpose of this Class EA study is to determine the preferred solution to provide municipal water and sanitary servicing to the Highway 417 and Vars Industrial Parks located near the intersection of Highway 417 and St. Guillaume Road. The study area for the project is shown in the following figure with the area where the proposed infrastructure extension proposed is identified as the area of interest. Consultation with, and input from the public and government review agencies will be a vital component of the Class EA study. Members of the public and review agencies are invited to provide comment for incorporation in the overall planning of the water and sanitary system extension. Additional notices will be advertised to inform, and to solicit further input from the public as the study progresses. Public Information Centre (PIC) As part of this study, a Public Information Centre (PIC) will be held to present the findings of the study to the public and other stakeholders, and to provide an opportunity for interested parties to provide comments and feedback to the project team.
Le but de cette étude est de trouver une solution favorable pour l’installation des services publics de la municipalité au parc industriel de l’autoroute 417 et de la rue St Guillaume. L’endroit de cette étude est illustré dans l’image suivante ainsi que l’agrandissement de l’infrastructure proposé comme la zone d’intérêt. La consultation, l’avis du public ainsi que des révisions d’agences gouvernementales seront des composantes importantes dans l’évaluation environnementale. Les membres du public et de l’agence de révision sont invités à commenter pour l’incorporation dans l’ensemble de la planification de l’agrandissement du système d’eau et d’égout sanitaire. Durant l’étude, des avis additionnels seront affichés pour informer et solliciter davantage l’avis du public. Le centre d’information au public (CIP) Dans le cadre de cette étude, un centre d’information au public (CIP) aura lieu afin de présenter les résultats de l’étude aux publics et aux autres partenaires, ainsi que donner l’occasion aux parties intéressées à présenter leurs commentaires à l’équipe du projet.
The purpose of the PIC will be to present the objectives of the study, to present alternative solutions, present the approach to the evaluation of alternatives, the preferred alternative, and to request public input. Information will be presented on display boards and staff from the Township, the City of Ottawa, and WSP will be available to respond to questions from participants. A comment sheet/questionnaire will be available for attendees to provide written feedback. Details on the PIC will be published on a separate notice. Comments We are interested in hearing any comments or concerns you may have with respect to this study. Comments received through the course of the study will be considered in selecting the preferred solution. Information will be collected in accordance with the Freedom of the Information and Protection of Privacy Act. With the exception of personal information, all comments will become part of the public record. As part of the consultation process, a mailing list for notification purposes is now being compiled.
