organizational change will require effective change management to ensure the highest likelihood of success; Recommendations: Adopt and implement Change Management Best Practices as DSP initiatives are implemented. There are a number of Change Management models which can be considered. The one illustrated below is a common one which incorporates the key
components of an effective Change Management program. Figure M 7.1: Proposed IT Change Management Model
Implement a formal Change Management Process, with the following activities: Sponsor Roadmap: Identify the sponsor structure, stakeholder roles and responsibilities. Communication Plan: Establish and execute a communication plan to support DSP initiatives; possible components could include (but not be limited to) the following: o Publish a DSP Newsletter posted on the City’s Intranet, highlighting current and planned IT initiatives, highlighting how suggestions made by staff in the DSP Project are being carried out. Celebrate End User and IT successes. o Publish a DSP Newsletter posted on the City’s Website, notify the public of planned and ongoing initiatives that will improve customer service. Celebrate E-Government success stories. o Establish End User Groups of newly deployed technologies. o Establish User Groups for Enterprise projects such as ERP, Accela, Work Order, Website o Encourage and recognize the participation of “Super Users” (staff who become highly proficient in the use of new technologies).
