Section 1 Introduction
1.1 Project Background, Goal & Objectives The goal of the Digital Strategic Plan and Roadmap (DSP) is to identify internal and external municipal technology needs; the role of Information Services within the organization; and responsive technology solutions that will allow the IT organization to provide exemplary services to the community of Berkeley . In addition, the DSP will help guide the City in responsive technology planning and sound investments. The objective of the DSP is to provide a 5-year DSP Roadmap employing a highly participatory process directly engaging City departments and staff. The DSP contains actionable recommendations that will guide and shape how Berkeley delivers innovative and effective technology services throughout the organization and to the community at large.
This report is accompanied by a second volume, Part II: DSP Roadmap focusing on prioritization, budgeting and deployment timelines. As such, the following pages address “what” should be done, and the implementation Roadmap addresses “when” and at “what cost.”
