The Sumner College Practical Nursing Program has an ongoing systematic evaluation to confirm that the nursing program is in regulatory compliance with all requirements; meets the needs of students; and supports the program mission. This plan encompasses organization and administration, nursing faculty, curriculum, students, records, facilities and services, and the evaluation process. The systematic program evaluation is aligned with Oregon Administrative Rules for nursing programs [OAR 851-021]

Sumner College, a private nursing school in Portland, has a long-standing commitment to providing high standards of nursing education since its inception in 2009. Over the past 14 years, more than 130 cohorts of students have placed their trust in Sumner College to pursue their dream of becoming licensed practical nurses (LPN). Our dedication to student success is evident through our exceptional retention rates. Since 2010, our annual program retention rates have consistently exceeded 92%. In the 2021 reporting year, our Practical Nursing program achieved an outstanding 97% retention rate. This remarkable statistic underscores our unwavering support for our students and our commitment to guiding them through a successful educational journey. At Sumner College, we prioritize creating a nurturing and supportive environment for our students. We understand that pursuing a nursing degree can be challenging, both academically and personally. Therefore, we provide comprehensive resources, dedicated faculty, and a robust support system to ensure our students thrive. Our retention rates reflect the effectiveness of our student support services, career assistance programs, and individualized attention given to each student. By cultivating an inclusive and empowering learning environment, we foster the growth and success of our nursing students. We are also pleased to report low loan default rates, indicating the responsible loan management and successful transition of our graduates into the workforce. In 2018, our three-year loan default rate was 5.6%, demonstrating the financial stability of our graduates. Furthermore, for the most recent reporting year, our loan default rate decreased significantly to 1.8%, further exemplifying the strong financial outcomes our students achieve. In the 2022 reporting year, Sumner College demonstrated its significant contribution to addressing the nursing shortage in the state of Oregon. Among the candidates who sat for the NCLEX-PN exam on their first attempt, an impressive 47% were Sumner College graduates. This statistic highlights the quality of education and preparation our nursing program provides, as well as the competence and readiness of our graduates to enter the nursing profession. Considering that nearly 50% of the state's applicants were Sumner College graduates, our institution is playing a vital role in serving the community and bridging the gap in the nursing workforce. By producing a substantial number of qualified and successful candidates for the NCLEX exam, we are actively addressing the healthcare needs of Oregon and contributing to the overall well-being of the community. In addition to these contributions, Sumner College stepped up to assist during challenging times. We completed a teach-out program for a nursing school that closed in 2020 due to the impact of the pandemic. By offering a smooth transition for students affected by the closure, with SPE 2023 PN Program

the assistance of the nursing board and the Office of Degree Authorization, we ensured that their educational journey was not interrupted and they could continue their studies without unnecessary setbacks.

Additionally, when the main campus of Concordia closed in Portland, Sumner College provided in-house $5,000 academic grants to Concordia nursing students who were displaced. This gesture exemplifies our commitment to supporting students, even beyond our own institution, and helping them overcome unexpected challenges that may arise during their educational journey. In 2022, Sumner College demonstrated its commitment to supporting students and awarded over $80,000 in scholarships, recognizing the importance of providing financial assistance to deserving students and helping them pursue their educational goals. These scholarships play a vital role in ensuring access to quality education and opening doors of opportunity for a diverse range of students. Our focus on serving a diverse population reflects our belief in equal opportunity and inclusivity. We understand that individuals from various backgrounds bring unique perspectives and enrich the learning environment. At Sumner College, students from diverse communities and cultures come together with the shared goal of pursuing a rewarding career in nursing. We are proud of our efforts to provide financial support, facilitate educational transitions, and create an inclusive learning environment for all students. As we continue to serve the community, we remain dedicated to nurturing a diverse student body and helping individuals achieve their professional goals. Sumner College currently leases 30,000 square feet of space located at 8338 NE Alderwood Rd, including the recent addition of 9,000 square feet of space within our campus. This space is currently undergoing renovations and is nearing completion. Once finished, it will house a new skills lab and prep area, a simulation lab (to be completed in the fall of 2023), an open lab, and administrative offices for our staff.

Sumner College has been dedicated to the local community, the state of Oregon, and the northwest for almost 50 years. In 2022, the college received approval for their bachelor of science in nursing program, to further address the commitment to the nursing shortage in the community.

(1) For reporting and tracking purposes, all NCLEX® pass rates are rounded up or down to the nearest percentage. (2) A program must maintain the following: (a) A minimum of 75% first-time pass rate or higher for the most recent 12-month period; or, (b) A 90% total pass rate or higher of all test-takers that includes first-attempt and repeaters for the most recent 12 months. (3) In the event a program fails to maintain the NCLEX® standards above, a program must provide the Board a written plan, to evaluate, improve, and monitor graduate performance on the licensing examination as directed by the Board representative. The college took proactive steps to address the issue of falling below the required benchmarks for first attempt NCLEX pass rates. The college's decision to update their curriculum and submit an NCLEX improvement plan demonstrates their commitment to ensuring student success and meeting the standards set by the Oregon State Board of Nursing (OSBN). By revising and updating NCLEX prep courses, the college aimed to better support students in their preparation for the NCLEX exam, with the ultimate goal of enabling them to pass the exam on their first attempt. The continuous efforts

made since the change in the course delivery of NCLEX courses have yielded positive results, as evidenced by achieving the highest one-year pass rate in 2022 when compared to the past four years. This accomplishment reflects the effectiveness of the college's curriculum updates and their focus on preparing students for the rigors of the NCLEX examination. It's encouraging to know that the college was removed from the requirement of submitting an improvement plan by the OSBN. This recognition highlights the progress made and the college's success in improving NCLEX pass rates. However, it is important to maintain vigilance and continue monitoring pass rates and results from the Next Generation NCLEX (NGN). The NGN is a new version of the NCLEX exam designed to assess the clinical judgment skills of nursing candidates. It incorporates unique item types that evaluate candidates' critical thinking abilities in providing client care. By

At our college, we recognize the crucial importance of ensuring adequate resources for the development, implementation, stability, and continuation of our nursing programs. We are committed to maintaining an environment that fosters learning and provides the necessary tools and facilities for our students to succeed. In 2022 (renovations to be completed by fall of 2023) the college leased an additional 9,000 SF and renovated additional space to include a new sim lab, skills lab, prep room, and new mid-high- fidelity manikin. The college now leases a total of 30,000 SF of space at the Portland campus. The college purchased two manikins in 2021 for the new simulation lab.

The college reviews the resources available for students regarding physical space (SF and layout), online and technological resources, simulation and skills labs, classroom space conducive to learning, adequate study space, and open labs that support student success. IT Support: annual assessment. The college determined in 2022 that the PT IT support position should be a FT position. This change was made to the budget for 2023, and this position became FT in 2023. This decision was made based on student and faculty and staff feedback.

College expenditures for 2022 included new staff computers for 14 FT employees.

Human Resources: We understand that qualified faculty and staff are essential to the success of our nursing programs. Our college maintains a dedicated team of experienced and highly qualified nursing faculty members who possess the necessary expertise and credentials to deliver quality education. These faculty members are committed to the development and implementation of the nursing programs and provide support to students throughout their educational journey. Additionally, the college has sufficient administrative and technological staff to support the program. Physical Space: Our college is equipped with the physical facilities designed to create a conducive learning environment for nursing students. Classrooms are equipped with tables, chairs, computers and large screen TV’s, podiums, dry erase boards, and

Wi-Fi connectivity to facilitate interactive and engaging teaching sessions. The college has 3 large dedicated skills labs, 1 small dedicated skills lab, and 2 simulation labs that mimic real healthcare settings. The labs are complete with beds, bedside tables, equipment, manikins, and supplies conducive to a rich learning experience.

Technological Resources

We recognize the importance of incorporating technology into nursing education. To support our nursing students, each student is issued a laptop computer, ensuring that they have access to all the necessary resources for their studies. The laptop issued to the student is not a loaner computer, it is their computer to keep after graduating from the program. This ensures the student can continue to have access to eBooks and other learning resources upon graduating from the program.

The college provides online learning resources, including virtual libraries,

databases, and electronic journals, to supplement classroom instruction. We also offer IT support services to assist students in navigating technological challenges and to ensure their success in utilizing digital platforms for learning. The college added one additional PT IT support specialist to the IT department in 2022, and in 2023 this position became a FT position to provide more support for this department. The same employee who was working in the capacity of PT is the FT employee. Fiscal Resources Sustaining and enhancing our nursing programs requires adequate fiscal resources. Our college is committed to allocating the necessary financial support to maintain the quality and continuity of our nursing programs. We allocate funds for faculty development, curriculum enhancement, technology infrastructure, and the procurement of essential equipment and supplies. Through prudent fiscal management, we ensure the availability of resources needed for the

growth and sustainability of our nursing programs.

In conclusion, our college places a strong emphasis on providing the evidence of adequate human, physical space, technological, and fiscal resources necessary for the development, implementation, stability, and continuation of our nursing programs. The Nurse Administrator reviews the curriculum for development of new curriculum, collaboration with faculty, implementation of new and updated curriculum, and evaluates the curriculum through test scores, students meeting learning outcomes, and through the level of competency determined with integration of NCL NCLEX Preparation courses. The Nurse Administrator evaluates instructional delivery by direct classroom observation of each faculty member annually and as needed. Nurse Administrator analyzes the results of the student evaluations via Survey Monkey regarding student satisfaction and instructional delivery. Reviews NCLEX reports and placement data with Management, Outcomes Committee, Director of Education, Faculty and the President. The Nursing Program Director is responsible for the practical nursing program which includes the development, implementation, and evaluation of curriculum. In addition, this role includes evaluation of instructional delivery based on direct observation and the results of student evaluations that are completed through Survey Monkey. (b) Creation and maintenance of a safe environment conducive to teaching and learning, including coordination and support of faculty assignments; The Department Chair of Nursing is responsible for creating and maintaining an environment conducive to student learning. Schedules for teaching assignments are worked on 4-5 weeks prior to the start of any new term. Support for faculty assignments is provided not only by the Department Chair of Nursing. Upon assignment of each Nurse faculty member, the schedule is reviewed by the Director of Education and the Director of Registration to assure standards put forth by the ODA, ABHES and OSBN are met.

(FTE) term of teaching, and annually - with recommendations for improvement. New hire evaluations occur when the instructor has taught the equivalent of a full term (excluding training/onboarding/orientation). This time frame based on the schedule, course load, hours, courses taught and length of course(s). The Nurse Administrator ensures communication between The Director of Clinical placement and the assigned practicum instructor. Administrator exists to ensure a positive experience in both term clinical placement and preceptorship placement. Meeting minutes, Board meetings, annual reviews, and visits to current clinical and future clinical partners are reviewed for evidence of participation in institutional policy. (c) Liaison with executive administrators and administrative and student service units of the institution; As the liaison with executive administrators, the Department Chair of Nursing actively engages in regular discussions to represent the nursing programs and advocate for their needs and interests. The Department Chairs provide updates on the status and performance of our nursing programs, highlighting achievements, challenges, and opportunities for improvement to the college that I share with the college President, faculty, and staff. By fostering a strong relationship with executive administrators, it ensures that they are aware of the contributions and value of our nursing programs to the local community and the state of Oregon. The Department Chairs is the liaison with administrative and student service units by working closely with departments such as admissions, financial aid, registrar's office, and academic affairs. The Chair collaborates with these units to streamline processes related to nursing program admissions, student enrollment, scheduling, and

Additionally, they work collaboratively with these units to ensure that the nursing program is compliant with institutional policies and procedures. The Department Chair is the liaison with Executive management and participates in the budget for the nursing program. The Department Chair is responsible for assuring all equipment and supply needs are met for successful delivery of the nursing programs. (d) Participation in institutional policy and program decisions that affect teaching and learning within the nursing program, prerequisite, or support courses; Institutional Policy decisions are governed by the accrediting body (ABHES), by the Office of Degree Authorization and (HECC-ODA) the Oregon State Board of Nursing (OSBN). Within these limits, the college has developed policies and procedures in which all programs must abide.

Policies specific to the practical nursing program were developed in 2008 when the program launched, and has been modified, or updated as needed to meet the needs of the clinical sites, courses, students, and faculty.

(e) Participation in preparation of the budget;

The Department Chair and the nursing faculty establish what equipment and supplies are needed for the program and to meet the student’s needs. These needs are determined by what resources are needed to deliver effective learning in both the didactic and lab settings

Budgeted items added outside the annual preparation period are added based on student surveys, faculty requests, repair or purchase of new equipment to replace existing, or the addition of new equipment based on improvements or changes in equipment.

The Nurse Administrator collaborates with the Director of Clinical Placement to assist in securing new practicum sites in clinics both in Oregon and Washington which have provided new and challenging experiences for students. (e) It is the role of the Nurse Administrator and appointed experienced faculty to participate in the development of new faculty members either through direct team teaching and/or as a mentor both in the clinical and didactic setting. The Nurse Administrator has the final decision in the hiring process. (f) It is the responsibility of the Nurse Administrator or Assistant Nurse Administrator to conduct a performance review, if needed, at 30 days after initial hire, annually, and any other points in which the Nurse Administrator feels an evaluation is necessary. (g) Following a performance review, and at the request of the Nurse Administrator, the college will review recommendations for individual promotions, salary increases and/or departmental changes.

Potential Nurse Educators meet with the Nurse Administrator and President (when applicable) during the interview process. Applicants are then requested to observe classes, labs or clinical classes.

This step is completed to give the applicant the opportunity to determine if the position is a good fit for both the college and the applicant. Many nurse educators and non-nurse faculty do not have teaching experience, or minimal teaching experience. This step assures the new hire understands the position, the environment, and the expectations. Faculty is engaged in this process. The Nurse Administrator makes the final hiring decision.

(h) The Nurse Administrator Provides for evaluation of faculty members within the framework of the educational institution
