B. DISTRICTS In order to discuss general land use, building design, public realm, site configurations and commercial uses and activities, the team needed to identify character areas, or “Districts” that would become strategic areas of focus. The Urban Design portion of the scope of services enabled the team to identify and highlight the assets and attributes of these key areas of the city. There should be a strong emphasis on labeling these geographic places within the east Sunrise boundaries as Districts, so they become part of the daily lexicon. This approach also enables the plan implementers to understand and work on a vision that is character based, not simply real estate based.
