INTRODUCTION

This technical bulletin is intended to provide a high -level guidance to the update s affecting GWO Training Standards , GWO Requirements for Training, and GWO Requirements for Certification. The bulletin outlines the effects of the updates on the certification and delivery of training , including changes to WINDA Training Records and GWO’s expectations for implement ation. Reference numbers are provided for all sections .

The intended audience s for this bulletin are GWO approved certification bodies,

INTEGRATION OF INITIAL AND REFRESHER

MODULES (FOR SAFETY

TRAINING STANDARDS )

2.1 Changes

2.1.1 From the 10 March 2026 r efresher and initial training will be integrated into the same Training Standard . This means that modules in the affected Standard s will contain both a section covering initial training and a section covering refresher training .

2.1.2 After the grace period expires on 10 September 2026, Refresher Standards will no longer be available on the GWO website .

2.2 Impact on Auditing

2.2.1 The integration of initial and refresher training into a single

Standard does not affect the current auditing

requirements. Lesson plans for both initial and refresher training should

still be reviewed as part of an audit.

2.2.2 To support these changes an amendment to the Requirements for Training

V15 will be released on 10 March

2026.

3.

BASIC TECHNICAL TRAINING

STANDARD V11

3.1 Changes

3.1.1 For the Basic Technical Training Installation module (BTTI) has been replaced with two separate modules , including a combined delivery option , to match the evolving needs of the wind industry : Standard (BTT) Version 11 , the Basic Technical Training

- -

BTTI-Mechanical (BTTI-M) BTTI-Electrical (BTTI-E)

3.1.2 In this new structure , three delivery options will be possible for delivering the installation modules :

a.

Individual delivery of the BTTI

-Mechanical, this option requires participants to meet the prerequisites

(BTT Mechanical and BTT Bolt Tightening)

and results in a one -day course . Participants will be eligible

for a BTTI -M Training Record. Successful completion of the module should be

documented using a

single Participant Performance Assessment Form (found in Annex

3 of the Requirements for Training

V15).

b.

Individual delivery of the BTTI

-Electrical, this option results in a two -day course with no prerequisites .

Participants will be eligible for a BTTI -E Training Record. Successful completion of the module should be documented using a single Participant Performance Assessment Form (found in Annex 3 of the Requirements for Training V15).

c.

The combined delivery of both the BTTI

-Mechanical and BTTI -Electrical which requires participants to

meet the prerequisites (BTT Mechanical and BTT Bolt Tightening) and results in a two

-day course (see

Annex 4 of the BTT V 11). Participants will be eligible for

both a BTTI -M and a BTTI -E Training Record.

Successful completion of the combined module should be documented using a single Participant Performance Assessment Form (found in Annex 3 of the Requirements for Training V15).

3.1.3 In addition, t he CoHE Basic Safety Training module has been transferred into the BTT V11 and renamed as BTT Hazardous Energies Basic Safety module. Apart from some minor improvements and updates the training content of the module is unaffected by the transfer. For more information see Section 4: Control of Hazardous Energies V5 below.

3.1.4 The above changes mean that the Basic Technical Training

Standard V11 consists of seven modules .

Information about prerequisites and delivery options

for the various modules are found in the BTT V11.

3.2 Impact on existing certificates issued for the BTTI

module (BTT V10)

3.2.1 GWO will continue to accept valid training provider certificates for the BTTI as equivalent to the combined delivery of the BTTI -Mechanical and BTTI -Electrical until the certification cycle has expired. Therefore, no changes will be required to the certificates of training providers certified to deliver the outgoing BTTI module (BTT V10) .

3.2.2 New ce rtificates will require the training provider to complete an audit of the BTTI -Mechanical and BTTI - Electrical combined option (see Annex 4 of the BTT V11) , meaning it will not be possible to individually certify a BTTI -Mechanical or BTTI -Electrical module . Following an audit awarded certificates should include both the BTTI -Mechanical and BTTI -Electrical modules.

3.2.3 Precise requirements for auditing and certification of the BTTI

-Mechanical and BTTI Electrical modules can

be found in the Addendum 2 to the GWO Requirements for Certification version

14 (published 10 March

2026) .

3.3 Instructor requirements for the new BTTI -E and BTTI -M modules

3.3.1 GWO requires instructors delivering the BTTI -M and /or BTTI -E to be qualified to deliver both modules . Therefore, new instructors should be qualified and assessed according to the delivery of the combined module (see Annex 4 of the BTT V11) and this should be documented by the training provider using the Instructor Qualification Assessment Form found in Annex 5 of the GWO Requirements for Training. (BTT V10) are automatically qualified to deliver both the BTTI - Mechanical and BTTI -Electrical modules. Annual competency assessments of instructors delivering the installation modules , for BTT V11 or later , must follow the same assessment requirements outlined in 3.3.1 above. 3.3.2 Existing i nstructors already qualified to deliver the BTTI

3.4 Issuing Training Records for BTTI during the grace period

3.4.1 Within the grace period, p articipants who successfully complete the outgoing BTTI module (BTT V10) shall be awarded WINDA Training Records for both the BTTI -M and BTTI -E modules.

3.5 Existing BTTI Training Records

3.5.1 Existing BTTI Training Records are enduring and will remain valid so long as the record holder meets the validity requirements outlined in the B asic Technical Training Standard V11.

3.5.2 For the purposes of recognising BTTI

qualifications after the removal of the module from the BTT , all persons

with a valid BTTI WINDA T raining Record issued before the 10 March 2026, will automatically be awarded a BTTI -M and BTTI -E WINDA Training Record on the 10 March 2026 with version number 9999 followed by the corresponding version number and date of the original BTTI WINDA Training Record . For example: 9999.00 10.0000. 202 50502 .

3.5.3 No additional training is required .

4.

CONTROL OF HAZARDOUS ENERGIES

TRAINING STANDARD V5

4.1 Changes

4.1.1 Version 5 of the Control of Hazardous Energies Standard

(CoHE) contain s only two modules :

4.1.2 The CoHE Basic Safety Training Module will no longer exist as part of the CoHE Standard , instead it has been transferred into the GWO Basic Technical Training Standard V11 (BTT) as a new module (see 4. 5.1) below)

4.2 Impact on existing certificates issued for

CoHE modules.

4.2.1 GWO will continue to recognise all existing valid certificates issued to training providers for the modules in the CoHE Standard V4, including the CoHE BaSC and BaSC -R. After the 10 September 2026 all surveillance audits of the CoHE BaSC and BaSC -R shall be conducted against the BTT Hazardous Energies Basic Safety (HEBS) module found in the BTT Standard V11. Renaming of the module on a valid certificate is not required.

4.2.2 Initial, extension of scope or recertification must be conducted (HEBS), in accordance with GWO Requirements for Certification V14

against BTT Hazardous Energies Basic Safety

.

4.3 Impact on auditing for training providers certified to the existing CoHE Standards (V4 or earlier )

4.3.1 The updates impact the auditing of the existing CoHE modules

(V4 or earlier) in the following ways:

a.

Audits of CoHE Electrical Safety and

CoHE Pressure Fluids Safety modules should proceed as

normal.

b.

Audits of CoHE Basic Safety (BaSC) should proceed

in accordance with 4.2.1 above .

4.3.2 With the transfer of the CoHE BaSC module into the BTT V11 , refresher training will no longer be required (see 4.3.2 below) and therefore it is no longer necessary to include refresher training in an audit of the CoHE BaSC (now BTT H EBS ) Module .

4.3.3 Auditors auditing the CoHE BaSC

should select “Hazardous Energies Basic Safety in the Audit Overview and

Training Assessment sections ” on the audit report version 8.2.

4.4 Updating of training plans and learning materials

4.4.1 Existing providers of CoHE Basic Safety (BaSC) are automatically certified to deliver the BTT Hazardous Energies Basic Safety (HEBS) module without the need for recertification. However, they are required to update lesson plans and training material, including the name changes to match the BTT HEBS module within the 6 m onths grace period (ending on the 10 September 2026). 4.5 WINDA Training Records and the t ransfer of the CoHE Basic Safety (BaSC) into the BTT Standard V11 Basic Safety Module (BaSC) has been transferred to the Basic Technical Training Standard Version 11 and renamed “Hazardous Energies Basic Safety ” (HEBS ). Apart from minor updates and improvements t he content of the training remains the same . The corresponding refresher module (BaSC -R) is discontinued . 4.5.1 The Control of Hazardous Energies

4.5.2 The BTT HEBS module will be aligned with the general validity requirements of the BTT that the 24-month validity will be changed to an enduring record. This will impact existing

4.5.3 All existing training records (CoHE BaSC and BaSC meaning the Training Record will remain visible

added to the invalidated

WINDA course title “ (superseded by BTT HEBS ) CoHE Basic Safety ”and

“(superseded by BTT HEBS ) CoHE Basic Safety Refresher ”.

4.5.4 With the release of the updated

Standard , persons with a valid training record for CoHE BaSC or BaSC -R (see

4.5.3 above ) will be awarded a valid BTT

HEBS WINDA Training Record

with the completion date of 10

March 2026. This record will have an enduring

validity.

4.5.5 It will no longer be a requirement to attend refresher training to maintain a valid training record

after the 10

March 2026.

4.6 Issuing WINDA Training Records for CoHE Basic Safety and Basic Safety Refresher module s after 10 March 2026

4.6.1 After 10 March 2026 any participants successfully completing

a CoHE BaSC, CoHE BaSC -R or BTT HEBS

training shall be awarded WINDA Training Record for BTT HEBS .

5. ADVANCED RESCUE TRAINING STANDARD V6

5.1 Changes

5.1.1 Version 6 of the Advanced Rescue Training Standard contains two modules :

- -

Advanced Rescue Training Advanced Rescue Training

- Hub, Spin ner, Inside Blade Rescue (ART-H) - Nacelle, Basement, Tower Rescue (ART-N)

Both modules will contain an initial and refresher training section, outlining how the training records are obtained and maintained.

5.1.2 The content of the Single Rescuer Training modules (SART -H and SART -N) will be integrated into the ART -H and ART -N modules respectively.

5.2 Impact on training providers certifications for existing ART Standards (V5)

5.2.1 Valid pre -existing training provider certifications are not impacted for:

- Hub, Spinner and Inside Blade Rescue (ART -H) and Refresher (ART -HR) - Nacelle, Tower and Basement Rescue (ART -N) and Refresher (ART -NR)

5.2.2 Valid pre -existing training provider certifications for the SART will not require a new certificate to be issued following the completion of the grace period ending the 10 September 2026. Training Providers will however

need to have updated the ir training plans and training activities to align with the ART Standard version 6 in accordance with the GWO Requirements for Certification V14 clause 6.1.5.

5.2.3 Updates to training material for all modules must be completed as normal within the 6

-month grace period

after release.

5.3 Impact on auditing for existing ART Standards (V5)

5.3.1 Audits should proceed as normal for Hub, Spinner and Inside Blade Rescue (ART -H) module and Nacelle, Tower and Basement Rescue (ART -N) module and cover both the initial and refresher portions of the training .

5.3.2 Audits of Single Rescue: Hub, Spinner and Inside Blade Rescue (SART -H) or Single Rescue: Nacelle, Tower and Basement Rescue (SART -N) are permitted during the grace period. In version 6 of the ART Standard these modules have been incorporated into the ART -H and ART -N modules respectively, therefore single rescuer activities must be covered during the audits of the ART -H and ART -N modules (ART V6). 5.4 Treatment of legacy Training Record s: Single Rescue: Hub, Spinner and Inside Blade Rescue (SART -H) and Single Rescue: Nacelle, Tower and Basement Rescue (SART -N) 5.4.1 Incorporation of the Single Rescuer Training Modules (SART -H and SART -N) into the ART -N and ART -H modules in version 6 of the ART Standard has consequences for all existing SART -H and SART -N Training Records . To mitigate the risk of skill fade, all legacy SART -H and SART -N training records are changing from enduring to expiring validity .

5.4.2 The validity periods for the SART -H and SART -N will be applied as follows:

a. For participants who successfully complete the SART -H or SART -N training before the 10 September 2026 , their SART Training Records will be given an expiry date aligned to their valid ART or ART -R record. The validity dates will be aligned monthly . b. For WINDA profiles with a legacy SART -H and SART -N Training Record and a valid ART -H/ART - HR or ART -N/ART -NR, SART Training Records will be updated with an expiry date aligned to your latest expiring ART or ARTR Training R ecord. The update will be automatic and occur on the 10 March 2026.

c.

For WINDA profiles with a valid SART -H and/or SART -N Training Record but have no valid ART - H/ART -HR or ART -N/ART -NR Training R ecords, the SART Training Records will be updated with an expiry date of 10 September 2026. To renew the Training Record the holder of a SART Training Record must complete an ART -HR or ART -NR training before 10 September 2026.

These steps ensure that at the end of the 6-months grace period, all participants will have a valid ART Training Record with a validity date pertaining to a training that was completed within 24 months prior to the 10 September 2026 .

5.5 What happens when a SART Training Record

expires ?

5.5.1 Once a SART Training R ecord expires, it can no longer be renewed. Going forward, GWO Advanced Rescue Training Record s (covering both team and single rescues) are maintained by taking the ART -N, ART -NR, ART - H and ART -HR training in accordance with version 6 of the Advanced Rescue Training Standard.

5.5.2 Expired SART Training Records will remain visible as expired records in training history in WINDA.

5.6 Automatic renewal of Working at Height and Manual Hand ling Training Records when taking the ART -HR 5.6.1 In ART Standard version 6 the ART -HR module will no longer renew a WINDA Training Record for Basic Safety Training (BST) Working at Height or BST Manual Handling. To renew these WINDA Training Records the record holder must attend either an initial or a refresher training for the relevant module delivered according to version 20 of the GWO BST Standard.

6.

INSTRUCTOR QUALIFICATION TRAINING

STANDARD V 2

6.1 Changes

6.1.1 Version 2 of the IQTT no longer requires participants to attend a refresher training. Instead, instructors qualified to deliver the IQT and IQTX training must maintain their instructor qualification in accordance with the GWO Requirements for Training V15 clause 8.2: Maintaining Instructor Qualifications.

7.

BASIC SAFETY TRAINING

STANDARD V20

7.1 Changes

7.1.1 In addition to the integration of the Initial and Refresher Standards into a single Standard the following updates have also been made to version 20 of the Basic Safety Training Standard:

a. Working at Height : Activities pertaining to the use of reinforced ladder rungs

and rescue

exercises have been updated.

b. Combined Manual Handling and Working at Height module

is discontinued and has been

removed from the Standard. Participants must attend the individual modules Handling and Working and Height to obtain the Training Records

for Manual

c. Sea Survival: Walk to work ha s been added to the BST Sea Survival

module.

d. Refresher Training : Refresher training has been re-written to focus on scenario -based delivery . This incurs two significant changes:

8.1 Changes

8.1.1 The new version of the Standard includes updates to the Working at Height activities aligning with the BST V20 Working at Height updates.

BLADE REPAIR TRAINING STANDARD V 6

9.1 Changes

9.1.1 The Blade Repair module activities have been updated to ensure ongoing alignment with relevant regulations and legislation pertaining to the use of chemicals, for more information see Clause 7.1 of the Blade Repair Training S tandard V6.
