The city will respond to disaster. This response will be much easier, however, if staff understand what they are supposed to do and how to do it. The City of Pearland will respond to disaster and facilitate community recovery in the aftermath. Response and recovery efforts, however, will be much easier if staff understand what they are supposed to do and how to do it. While natural disasters cannot be prevented, Pearland can certainly prepare for them to ensure our response is effective, efficient, and as safe as possible and that community recovery is as rapid and complete as possible. While it’s premature to speculate as to what the 2026 season will bring, Hurricane Melissa proves “It only takes one!” Pearland should prepare accordingly. In addition to hurricanes and tropical storms, Pearland remains vulnerable to prolonged freezing temperatures, widespread utility disruptions and flooding. Natural disasters aside, petroleum and chemical pipelines crisscross the region and rail traffic transporting hazardous materials, including especially hazardous cargoes such as chlorine and anhydrous ammonia, transit Pearland daily.

It’s also worth noting that the U.S. remains in a heightened homeland security threat environment due to hostilities in the middle East, U.S. support of Israel and the Ukraine, U.S. opposition to Russia, Iran and Venezuela and the certainty that both foreign and domestic extremists are present in our country. OEM will continue its efforts to foster greater preparedness within the city and greater resilience throughout the community, despite the hope that our efforts and our preparations will never be needed.
