Notify both Indian Oil and Gas Canada and Indigenous Services Canada if an emergency impacts First Nations people or lands. Both agencies have previously stated that they will not take an active emergency response role. Transport Canada Transport Canada supports the government’s environmental agenda through policies, regulations and programs that work to reduce the harmful impact of all transportation modes on Canada’s air and water. 3.1.3.6 Transport Canada, based on risks develops safety standards and regulations, provides oversight and gives expert advice (through the Canadian Transport Emergency Centre – CANUTEC) on dangerous goods accidents to promote public safety in the transportation of dangerous goods by all modes of transport in Canada. Transportation Safety Board of Canada The Transportation Safety Board of Canada (TSB) is an independent agency that advances transportation safety by investigating occurrences in the marine, pipeline, rail and air modes of transportation. Investigation staff are located in various regional and field offices across Canada where they are able to respond to transportation occurrences anywhere in the country. 3.1.3.7 3.1.3.8 Canadian Transport Emergency Centre (CANUTEC) CANUTEC is operated by Transport Canada and assists emergency response personnel who incur dangerous goods emergencies, providing a 24-hour response centre link to a database of registered shippers. CANUTEC has set up a scientific data bank on chemicals manufactured, stored and transported in Canada. It is staffed by professional scientists trained in emergency response and experienced in interpreting technical information and providing advice. Transportation of Dangerous Goods regulations require that if a shipment of dangerous goods is lost, stolen or misplaced, CANUTEC needs to be informed immediately so that appropriate measures can be taken to track the shipment based on available records and shipping documentation. NAV CANADA While listed under federal agencies, NAV CANADA is a private company and not a federal agency. NAV CANADA co-ordinates the safe and efficient movement of aircraft in Canadian domestic airspace and international airspace assigned to Canadian control. 3.1.3.9
Flight Information Centre (FIC) – FIC Services
Each Flight Information Centre is responsible for providing its particular service area with the following services, which pilots rely upon for safe flight planning and operations:

As requested by the Lead Regulatory Agency or directly by MIPL, the Flight Information Centre will issue a NOTAM (Notice to Airmen). To close air space beyond an airport (e.g. above a sour gas release) the Flight Information Centre can be contacted by the regulator or by MIPL directly. Depending on the situation, the FIC may issue a Notice to Airmen (NOTAM) to close the air space in a defined area. The Flight Information Centre at the Edmonton International Airport is the base of contact for Western Canada.
