3.5 Definitions and References
3.5.1 Definitions
Accident An undesired and unplanned event that results in harm to a person and/or damage to property.
Active Fire Protection A means of extinguishing or controlling a fire either manually (firefighting) or automatically (sprinkler systems, gaseous clean agent or foam systems).
Adjacent to Within 25 meters.
Air Monitoring Measurement of atmospheric concentrations of a hazardous substance such as H 2 S, SO 2 or LEL.
Agency Representative Individual assigned to an incident from a government agency.
Alert An incident that can be handled on site by the licensee through normal operating procedures and is deemed to be a very low risk to members of the public. Area Emergency There is no immediate danger outside the licensee’s property or the right -of-way, but there is the potential for the emergency to extend beyond the licensee’s property. Outside agencies must be notified. Imminent control of the hazard is probable but there is a moderate threat to the public and/or the environment. There may be local and regional media interest in the event.
Auto-Ignition Temperature Temperature at which a material may ignite without a flame ignition source.
Best Practices A technique or methodology that, through experience and research, has proven to reliably lead to a desired result. A commitment to using the best practices in any field is a commitment to using all knowledge and technology.
Boiling Point Temperature at which a material converts to a gaseous state.
Call Down A structured process utilized by industry to provide information on an emergency event, request assistance immediately or on a stand-by basis and to advise when a normal state has been regained. Also termed Stand Down. CANUTEC (Canadian Transport Emergency Centre) A federal emergency service based in Ottawa. They are an immediate reference source for information on chemical spills. They advise on methods to safely neutralize, decontaminate, approach or handle dangerous substances.
Cold Zone The Control Zone verified by the On-site Commander to be free of hazards with prevailing conditions.
