2.1 Plan Principles
2.1.1 Purpose of this EPM The primary purpose of this Emergency Procedures Manual (EPM) is to clearly define the response system and organization structure recommended to effectively respond to any incident regardless of size or complexity. This EPM has been prepared for Many Islands Pipe Lines (Canada) Limited, referred to as MIPL throughout this plan. MIPL is a wholly owned subsidiary of SaskEnergy Incorporated (SaskEnergy). SaskEnergy and TransGas Limited (TransGas), another wholly owned subsidiary of SaskEnergy, provide emergency response and other services to MIPL. This EPM has been written as an All Hazards Plan compliant with the requirements of the Lead Regulatory Agencies. Refer to Section 4.1.1 for the applicable Lead Regulatory Agencies for this plan. This EPM defines emergency response team roles, functions, and duties to protect people, the environment and assets threatened in an emergency. This EPM also describes the actions necessary to manage key stakeholder communications and return conditions to normal. Emergency response actions that may be implemented include, but are not limited to, the following situations:

• Spills or hazardous product releases • Hydrocarbon releases from wells, pipelines, or facilities • Major property or equipment damage • Security breach or threat • Missing personnel/overdue or lost aircraft • Vehicle accidents • Natural disasters (tornadoes, earthquakes, severe weather conditions)
This EPM clarifies the:
• Overall Incident Command System (ICS) response organization and structure • Mechanisms to activate this EPM • Guidance for determining the Alert/Emergency Levels • Roles and responsibilities of personnel assigned to specific ICS positions • Notification and communication requirements to the public, government agencies and company management • Stakeholder communication processes to support timely, effective, and on-going notification of the: public, media, contractors, regulators, government agencies and company employees and their families • Documentation tools and requirements for noting and the maintenance of an accurate record of the events and decisions made during an emergency • Guidance in regard to post-emergency actions
